Shadowlands Legendary powers grant impactful gameplay effects for your Protection Warrior through the new Runecarving system. As your crafted Shadowlands legendary will be the most important piece of gear in the expansion, providing large performance benefits, it is crucial to pick the right legendary to craft and effectively spend your Soul Ash, Soul Cinders, and Cosmic Flux.

Double Legendaries for Protection Warrior
Patch 9.2 adds the option for players to equip two legendary items instead of one. This unlock is done by finishing Chapter 7 of the Zereth Mortis campaign. With this unlock, players are able to either use their
Waist of Unity
or craft a second legendary using

While you have complete freedom for your first legendary, your second legendary can only be your Covenant legendary. Both
Waist of Unity
or legendaries created with

change their effect based on your current covenant, so you don't need to craft four separate second legendaries.

With the 10.0 Patch, Shadowlands Legendary bonuses only work while within the Shadowlands. If you leave the Shadowlands to visit Azeroth, your Legendaries will stop working until you return.

Best Protection Warrior Legendaries For Raiding

is the most popular Legendary for Protection Warriors in raids. Bottom line: It's great. It provides offense and defense, and lots of both. It's a little annoying to use at times, but it's really, really good.

is a decent, lazier option. It is easier to use, but weaker. You can use it if you find

overwhelming.
Best Protection Warrior Legendaries For Mythic+

adds tons of Rage generation, damage, and Shield Block uptime. It's terrific.

is an alternative option. It's not as good offensively or defensively. It is easier to use, and you can compensate for some of its shortcomings with a more defensive talent setup. You will lose damage, Rage generation, and some defensive value, but it won't massively handicap your defenses like it did throughout Shadowlands.

Each Covenant in Shadowlands gives you access to a different legendary. In Patch 9.2, these legendaries are the second legendary players can equip once they unlock the double legendary feature.

is by far the best Covenant Legendary available to Protection Warriors. It provides near-permanent uptime on

(achievable by generating ~17.5 Rage/sec), which translates to a constant 400 Mastery, ~20% Strength (with

, the Necrolord Conduit), 4 Rage/second, and 30% movement speed. This is a huge buff, but it comes at a cost: Kyrian and Night Fae offer way more burst damage and threat, especially in Mythic, and are much easier to play.
The Necrolord setup is the strongest Covenant option when played well, and buffing your allies every 2 minutes is a great bonus on top of the excellent personal boost. When you get forced out of melee range by a boss mechanic, or you have to move between pulls in a Mythic+ dungeon, the buff can fall off. This makes it way less forgiving than other Covenants.
Necrolord is the strongest Covenant, but it is harder to play.
Kyrian and Night Fae, by comparison, just add a lot of burst damage and big chunks of Rage generation, but that's great, too. Nice and easy.
What Legendaries to Craft As a Protection Warrior
When it comes to picking a crafting slot, Legendaries generally give you two slots to choose from. Because you can guarantee that the piece will upgraded to a competitive item level, you should always try to prioritize crafting a Legendary in a slot that has high stat weights. For example, a chest piece has more stats on it than an equal item level pair of boots, so you should prioritize a chest piece Legendary in that scenario.
Legendaries are ordered in terms of value. The best ones are at the top of the list and the weaker ones are toward the bottom.

Mamma mia, that's a spicy meatball! Seriously, it's the best. This Legendary causes casting Charge or Intervene to grant 4 seconds of Shield Block uptime, 20 Rage (in addition to the 20 Rage granted by Charge), and a Revenge! proc. As the only Legendary that can offer a real increase in Shield Block uptime, this is by far the best defensive and offensive option available when you are able to make use of it. This is usually pretty easy in Mythic+, although in raids it can range from anywhere from easy to impossible. In situations where you can't really use Charge or Intervene regularly, its value plummets. Finding a way to work around those is typically worth the effort, but it
does
require a lot more effort to use effectively than
磐固壁垒
, so if you're feeling a little lazy, or overwhelmed by managing yet another set of ability cooldowns, going with
磐固壁垒
is still a reasonable choice.
With that being said: This is the best Protection Warrior Legendary.

: It's simply the best. Better than all the rest.

This Legendary has already been covered in plenty of detail. Its value changes based on your Covenant choice, but in any case, you should wear it. Because you can craft it in any slot, you can use it to cover up a piece of gear where your item level is low, and that's pretty nice.

, this can bring the average cooldown of your

to less than 60 seconds. Even without Anger Management, this Legendary brings Shield Wall's cooldown down to roughly 2 minutes, and significantly increases your Rage generation -- about a 15% total Rage generation increase. It's a simple Legendary that's always good and
extremely
easy to use.
Verdict
: Good all-around option. You can do all the content in Shadowlands with this. It's not as good, but it's functional.

i think theres a typo on the crafting preference for thunderlord, it says "Feet - Boots are generally itemized worse than Gloves. Not sure why, but they are." which means that we should go with hands right? but it says feet.

Guide fails to mention that both Reprisal and Kyrian leggo goes on the same slots. If you're "supposed" to use the gloves as your off piece. That doesn't help you when you get your double leggo power. Because at least 1 of the 2 will take the leg slot.
