With many different sources of gearing and loot scarcity in The War Within, targeting your absolute Best in Slot gear isn't entirely realistic; instead, we've created a Best in Slot list from the ideal Arms Warrior drops found in from Mythic+ Dungeons and Raids to help you decide what to prioritize.
Overall Best in Slot Gear for Arms Warriors
This list represents the best overall gear available from all sources in The War Within Season 1, including several special effect items from the raid. Note that Arms Warriors have a choice between embellishments that is expanded on further below.

Mythic+ Dungeon Gear for Arms Warriors
This list represents the best gear available strictly from Mythic+ dungeons in Season 1 of The War Within, although it is very important to remember that because other gear may be obtained at a higher item level from the raid, Delves, or Vault, it is not a true "best in slot" list, but instead more of a rough guideline and players should sim the gear they actually have available to them in order to determine their best combination of stats and effects.

Raid Best in Slot Gear for Arms Warriors
This list represents the best gear available from the Nerub'ar Palace raid in Season 1 of The War Within, though keep in mind that raid best in slot will be acquired over several weeks, if not months, for most players, so be sure to sim your character with the gear you actually have in order to ensure you are using the best combination. It is also very possible to acquire other, even better, gear through the weekly Vault, which may change gearing priorities.

Best Arms Warrior Trinkets in
DPS trinkets tend to be very straightforward, as their damage is not affected by class damage buffs such as Avatar or Colossus Smash. Therefore, direct damage dealing trinkets should be used on cooldown as much as possible, unless aligned with specific boss damage taken increasing mechanics, and stat increasing trinkets should similarly either be used on cooldown or aligned with burst phases.
Reference Bloodmallet for a list of how each trinket performs at various item levels, but here are important trinkets to be aware of:
Best Trinkets
Warriors should typically use one on-use and one passive trinket, or two passive trinkets, but rarely ever two on-use.
Active Trinkets
] is technically the strongest on-use trinket in both single and multitarget content, but requires completing a minor task before receiving the buff. For this reason, the trinket should be activated before using cooldowns, as it will cause a few seconds of distraction, but in worse situations it may be downright impossible to accomplish quickly without interrupting the rest of your rotation, reducing or eliminating any potential gains. It is therefore strongly advised to only use the trinket if you are very comfortable with both it and the encounter/content its being used in.
] is a strong single target effect, though with the downside of being on the global cooldown and requiring a short cast time. Despite this, it is still a powerful option that is easier to use than the Transmitter, though care should be taken to activate it outside of major cooldowns, though the upside to this is a natural desync with other on-use trinkets.
] is a boomerang-like skillshot best used with a cursor macro to aim behind the target, in order to ensure it hits while moving away and returning.
] is a weaker but viable alternative to the Transmitter, but without the gimmick, allowing it to be macrod together with other burst cooldowns as a convenient "fire and forget" option that is particularly good for Mythic+ and multitarget content. ] is virtually identical, offering 5% less Mastery on-use in exchange for a smaller amount whenever an enemy dies.
Passive Trinkets
] is generally the best passive trinket, with the majority of its value coming from the stat bonus. The spawned spiderling tis somewhat gimmicky due to the time they take to hatch making them less viable for high movement dungeons and raid encounters, but typically contributes <1% damage anyway. As there are very few completely passive trinkets available at higher item levels in Season 1, this is highly recommended.
Single Target Rankings
Best Items to Upgrade for Arms Warriors
When upgrading gear in The War Within, Warriors should typically prioritize weapons, trinkets, and special effect items due to their having the highest impact on performance, though this may be out of reach in the first weeks of the season, so simply prioritizing upgrades to your lowest item level pieces of gear may be preferred. Remember too that while many crafted embellishment items are powerful, they are not as efficient to upgrade as regular pieces of gear.

Best Crafted Gear for Arms Warriors
Your

items are required for crafting some of the most powerful equipment available from professions in The War Within, so you should spend them wisely aiming to craft items you intend to use long term. Note as well that you can always use the recrafting system to upgrade pieces so there's no need to hoard them if there's something big you can get now.
Best Embellishments
Crafting
items with Embellishments
gives them special properties and effects in addition to regular stats. However, you may only wear 2 pieces of gear with Embellishments at a time. With that in mind, the best Embellishments are:
萤暮线内衬
is a strong all-round option for Arms, being competitive in raid and easy to maintain in Mythic. It's also more forgiving than the Dragonflight version, having an 80% health threshold instead of 90%.
晖晨线内衬
is a similar option, but with Arms Warriors already stacking Critical Strike on gear, its value is diminished.

is tied or very slightly behind double Duskthread depending on its uptime, but may only be applied to weapons, which requires two crafting sparks instead of one. It is also
very
difficult to maintain in Mythic+ due to the short timeframe in which it checks for combat.

doubles the value of the Darkmoon Sigil weapon embellishments, while being crafted on a lower budget piece (wrist/cloak). Because this will be paired with a Darkmoon embellished 2h weapon requiring two sparks, the Banding can be crafted onto a rare 590 item level piece instead, avoiding the need for an extra spark at the start of the season and upgraded to a higher item level version later on.
Recommended Crafting Order
Crafting order is largely a matter of preference or based on the needs of current gearing, but with so many items purchasable and upgradeable, there aren't a lot of gear slots to choose from. For that reason, simply prioritizing the embellishments for your chosen content type is the best course of action. Because Arms has a single set of universal embellishments good for all content, there isn't much to consider here,
although
early progression players concerned with the availability of weapons may wish to consider crafting a weapon instead.

, crafting early rings for extra sockets is no longer advised, and because the maximum crafted item level is also slightly lower than upgradeable raid or mythic+ gear, the best crafted items are prioritized on the lowest stat budget pieces of gear.

Relic list has not been corrected since before prepatch and the changes of the artifact weapons. Today, best relics are earned only in Argus (the Boss), cause the lack of artifact traits.

garbage guide. Considering M+ weekly chest gear is better than your raid gear you'd think they would have a list of BIS dungeon gear so we'd get an idea of what to pick. Run your sims and don't pay attention to these out of date, completely wrong guides. was wrong in BFA wrong in SL, better luck next time.

I don't understand your BiS gear list vs your stat weights. In your post you talk about how haste has a breaking point of 20% that will make it better than crit but you won't be able to hit it with current CN gear. Yet...all your BiS list seems to be favoring Haste/Mastery or Haste/Crit and your BiS Alternatives are the Crit/Mastery.
