This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Engineering Skill, and has the following abilities for each level:
Level 1: Generates a batch of Engineering parts daily, and allows production of mechanical items. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Stores up to two daily batches worth of Engineering parts.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.

This can only be placed on a small lot.

Level 2 Engineering Works offers (without 工程学):

Placing up to 14 work orders, one requires 2x 黑石矿石 & 2x 真铁矿石 and produces 弹簧齿轮 plus sometimes 巫术之气 and 巫术之火. It takes four hours for one work order to complete. Work orders may also contain some 埃匹希斯水晶 and 消魔之石 / 元素符文 if you are on the respective quest.

You can also assign a follower with 工程学 trait to the building. Doing so doubles the work order yield (the chance for double yield is affected by the follower level) and gives the access to special gadgets sold by the follower:

便携式邮箱 - Portable mailbox (3 charges)
侏儒渔网发射器 - Trinket with a snare on use
旋转辐射反射器 - Trinket with Frost&Fire spell reflection on use
超级电化反射器 - Trinket with Shadow&Nature spell reflection on use

Now if they would just implement that telescope in the workshop...it has a gear on mouseover but when you use it, nothing happens.

As of patch 6.1, Blizzard fixed a loophole concerning followers and work orders:

"We closed a loophole that would allow you to assign a Follower to a building right before collecting the work orders, and gain all the bonus even though they weren't assigned to the building the whole time.

The intended functionality (and the one active in 6.1) is that the Follower needs to be assigned to the building as each work order completion ticks for their bonus to be applied." source
