Doing this achievement on a Horde character unlocks it for your Alliance characters as well.
And you can even do each city on a different character. If there aren't any wild pets in Silvermoon City when you stop by, park an alt there and you don't have to keep travelling back and forth.

As alliance for Silvermoon City...
Death run through the front door.
Res and run to the right - rabbit in the back corner.
I died again but gave me the chance to time my res to dodge the pats. Ended up standing in the hedge along the back wall and didnt aggro. Hearthed out.

Save yourself the trouble,
pets outside the area don't count, you actually have to go inside the opposing faction city's, initiate and win a pet fight
. This can be easily done with a tank to infiltrate the cities if there aren't any horde around,
REMEMBER: GUARDS are level 90
and some of them have the ability to see stealth, also consider doing this early on the morning or late at night because you might just run into some horde and can make your life miserable :P. If more than one are doing this, it gets easier to infiltrate. Best combo druid bear and a mage :P, those portals come in hand and they also have invisibility, or a stealth from a rouge, any ability to get out of combat like Shadowmeld are a plus.Essentially you want to be
out of combat as well, else you wont be able to activate the battle pet system
. would suggest doing it now-ish that everybody is trying to level in Pandaria. you might pull to many guards
be prepared to die
:P

For the Alliance in Ogrimar, come in from the side entrance with a flying mount. As soon as you enter the Valley of Spirits, on the top deck is a pet battle (was a beetle for me). There are no guards that patrol on this plateau, but if you are too close to the edge during the battle, you may aggro some guards from below after the fight... but still you can sneak in and out pretty undetected. I did this as a level 87.

The easiest way for Alliance to get the Undercity part is to enter from the sewers in Trisfal Glades 51.71

For Orgrimmar go to the left part of The Valley of Spirits.

A note of importance. Winning a pet battle in the Ruins of Lordaeron (specified as Undercity on the mini-map) will NOT give you credit for this quest. I have to go back a second time now. ^_^

As an alliance player for Orgrimmar, you can simply fly over the city and land in the west side.
I did it yesterday while i was flying to Ashenvale.
Hope it helps :)

This achievement is so interesting to me, that I even made an account just to post a comment! So, I'm going to tell you my experience and how you can do this achievement, as I had done and seen this with my own two Subtlety Rogue Worgen eyes. It's easy to fight a Battle Pet in Orgrimmar if you fly into it from the top, as in, going from Ashenvale to the top of Durotar, then you'll have flown in from the upper area of Org. There's a place there at that area with people who won't attack you.
The same amount of easiness came to me in Thunder Bluff. I flew up to a floating platform there, and landed near the edge. There was a prarie dog right there, right out of Horde NPCs' way. I fought it and won it easily. So, there's Thunder Bluff down. Two more major cities to go.
I then headed off to Eastern Kingdoms from the Shrine in Vale of Eternal Blossoms. (That's where my hearth is set.) I go from Stormwind to Eastern Plaguelands, to the area where you first find Fiona's Caravan. Then I fly over to Tirisfal Glades. Just a note, you CANNOT get credit for Undercity by winning a pet battle in Ruins of Lordaeron. I actually clicked on Undercity and I got the Undercity map, when I was there in Ruins of Lordaeron, then I followed the map to the location of where the entrance of the sewers was, then I flew in. I used stealth, as I'm a rogue, but I bet you could probably raid Undercity if you were AT LEAST level 90. I was killed by an Undercity Bat once, and I killed 3 other bats that attacked me. Those were the only Horde NPCs that I had got spot by. I was not attacked by any other NPCs, not spotted by any players there. I managed to capture a maggot, strafe my way out of aggro area of a guard, then went back to where I was, (In the green water/acid stuff), then I flew out.
That's 3 major cities down. 1 to go. Let's do this!
Ah, Silvermoon City... Probably the hardest one to do as an Alliance character. As I was walking down the path in Ghostlands, I had come across Tranquillien. I decided to kill some NPCs, and a low level Belf tried to attack me, so I killed her. Then I continued on my way to get to Eversong Woods, when I had found another low level Belf fighting an enemy, so I requested a duel after she was out of combat, but she declined, so I /pity'd her, then she turned on PvP and I killed her, and just as I was about to make it to Eversong Woods, a 90 Troll (I'm 90 as well) came up and killed me. I'm glad he didn't camp me, but that's what I get for ganking low levels.
So, I eventually made it back to where I had died, and now I'm in Eversong Woods, heading to Silvermoon City. On my way from the Ghostlands, I had messed with some starting Belfs. I make it to the entrance? to Falconwing Square. I've been stealthed the entire time since Ghostlands, BTW. So, I laugh at the cheese vendor then move on to finish my journey going to major cities for Horde. So, I finally realize I need to go to the other side of the Dead Scar, which is what I do, and I'm finally at Silvermoon City. Well, the entrance at least... I'm surprised the guards there at the entrance can't see through stealth. Hm... Anyway... So, I find out that there's a guy IMMEDIATELY there that can see through my stealth, so I have to plan my timing JUST RIGHT. So, here goes my first attempt... I ended up failing, even WITH Shadow Walk activated. But, at least I died IN the city where there is enough space of no aggro for me to revive and quickly stealth.
So, I manage to revive and go back into stealth. Now, time to find a Battle Pet. So, I end up finding a rabbit by some level 30-40 trainers. They're much lower level than me, so the aggro range is significantly smaller than level 90 NPCs. So, I engage into battle. So, after I engage, some 70-80 NPCs walk by me. Jokes on them, though, 'cause they can't attack me! And then after them, a level 90 guard walks by me. Again, jokes on him! So, after he walks by, I two-shot the battle pet, and I get the achievement!
Orgrimmar and Thunder Bluff are insanely easy to get progress on the achievement from. Undercity and Silvermoon... Not so much....

for Thunderbluff, create a level 1 Tauren, ride to the city, kill a battle pet. On high level chars there are no pets in thunderbluff due to phasing

I will be
that
person so you don't have to be....
The achievement is
NOT
for a PVP pet battle. You can actually kill any battle pet in the zones and boof achievement...
Don't ask how long I tried to get a PVP battle in Thunder Bluff...I can't even....

For
ORGRIMMAR
: Fly into the
Valley of Wisdom
to /way 39.50 36.70
There is a large patch of spiny lizards there by the Green Dragon Flight ( who are allied to us ). There aren't any guards around or fly-by guards. It's in the NNE part of the map. If you take a straightedge from the letter "I" in Orgrimmar on your map and follow it down to the map outline, you will see where you need to go *in case you don't have coords*.
For
UNDERCITY
: Fly in through the sewers,
the entrance is on the map in front of the Scarlet Watchtower
(isn't labelled on the map, however, it is drawn like a tower that is broken) at /way 50.94 71.64
In the sewers, keep to the left (go through the circular passage when you come to the fork). At the end of the sewer canal, there are two lvl 60 guards. They will not attack you if you are flying, but I like to stay as close to the ceiling as possible, just for safe measure. Open your map with pet tracking on & also keep an eye on your minimap for spawns. I had to navigate to the Rogue Quarter, but you might find something closer.
HUG THE WALL AND THE CEILING!
. The first time I ventured into UC as alliance was for the music roll. I quickly found out that there are parties of
pvp lvl 60 BAT RIDERS
which fly around the perimeter about halfway from floor to ceiling. You can fly through the 'grates' which are separating each quadrant, hug-the-ceiling.
Once you find a pet, check pathing of surrounding guards and go for it. I had to watch the path of an ogre to ensure I would have enough time to fly down and initiate the battle and win before he came back before aggroing him, the other guards, or the bat riders. This worked for me. I mounted up and flew back out the sewer canal using the same method as before. Hug the wall, hug the ceiling, gtfo.
edit1: I fixed a typo
edit2: Added Undercity
