3 Of the 4 adds for the Hodir fight can provide the listed buffs. Being under the influance of all 3 simultaneously grants this achievement.

Storm Power buffs a player for 30 seconds regardless of where he stands, but the Toasty Fire and Starlight buffs appear to be limited to a random location (Toasty Fire) or centered on the Moonkin add (Starlight).

This achievement was completed accidentally last night by 7 of our 10 man raid.

There are so many beams of light and snow drops going on, that combine that with the fact that you must constantly move to avoid taking the periodic damage, that you simply end up overlapping the buffs randomly.

Definitely not one to be concerned about having to aim to get.

Had a buddy trying to solo this and he was wondering what he was doing wrong.

For anyone else having this problem you can not solo to get this achievement you need another player. 风暴之力 buffs another player, not yourself. Sorry solo-ers

The fire mage puts down bonfires, the moonkin puts down starlight beams, and the draenei shaman puts Storm Clouds on you, which turns into Storm Power when you go to a friendly player. What we did was pull Hodir, stand with the draenei and let him cast Clouds on us, then waited for the moonkin and fire mage to drop their buff items near eachother. When we were Clouded, we'd group up then run to the fire, get that buff, and quickly run into the beam.

For us, the moonkin and fire mage weren't near eachother, so we couldn't get all 3 at once, because the fire and startlight only last while you're near them. To solve this, we pulled Hodir to the other end of the room and the limited range on the boomkin pulled her closer to the mage.

Almost no danger from Hodir and minimal danger from cold as a 90 hunter (Flash Freeze did NOT affect the pet, I had him free me and I freed the others) with a 90 boomkin and 90 prot warrior.

Also, to avoid Flash Freeze, there will be bigger ice circles, get outside, wait for them to fall, then get on the snow mound it leaves. You will not be frozen. Good luck getting this!

Did this last night with 2 frost mages, pretty simple one needs aggro and then runs around the other one then takes the aggro so you get the storm buff.

Contrary to what people have been mentioning in the comments, IT IS POSSIBLE TO SOLO THIS ACHIEVEMENT if you have an alt.

Step1: Park your alt right outside the instance
Step2: Log over to the character you want the achievement on. Clear everything up to the boss. Do not pull the boss. Make a group on the LFG tool and check "Auto Accept."
Step3: Log over to alt, and invite yourself into the group on LFG. Zone into the instance. There should be a popup that asks you if you want to accept the lockout. Accept and walk up to the boss. Walk into the middle of Hodir's room without pulling the boss. If you are a level 100, you should be able to walk right into the middle of the room without pulling the boss as long as you don't attack the frozen NPCs. If your alt is not close to the middle of the room, the NPCs will not cast 风暴雷云 on your alt, making it impossible for your main to get 风暴之力.
Step4: Alt+F4, and log on to main. You should be able to see your alt standing in the middle of the room. Pull boss.
Step 5: When you see that your alt has the 风暴雷云 buff, go and stand on top of your alt. Your main will get the 风暴之力 buff, which is what you need for the achievement. Once you have 风暴之力, you have 30 secs to get both the 温暖的火焰 and 星光 buffs. The achievement will pop if you have all 3 buffs even if the boss has not died yet.
Tip: It helps if your main has a pet since your pet can break you out of ice tombs, but it is possible to get the achievement before you get frozen.
