A few things that helped me get gold on this one:

--Use Whirling Surge right off the bat.
--About halfway through the course, there's a long-ish stretch between two consecutive rings with no Vigor orb. Use Skyward Ascent as soon as you pass through the first (point up with your camera to gain momentum), then point down as you head for the second.

These two adjustments together were enough for me to get 69.131 seconds as my time. Early on, you'll need to be careful with your Vigor, but in the end stretch there are enough orbs that you'll be able to essentially spam Surge Forward.

i didn't use whirling surge at all for this, instead i just tried to spam surge forward sliiiightly slower. having an extra vigor for the few sparse spots with no orbs made the difference. still spammed surge forward with a few ascents, just maybe .5-1second more time in between just to stay high speed.

★ Start with Whirling Surge
I agree with others on Whirling Surge to start the race (thank you!).

★ Skyward Ascend after 19th Ring
The one thing that helped me is doing Skyward Ascend directly under the green vigor orb after the 19th ring.
That vigor orb is easy to miss it if you're not directly under it when you ascend. If I missed it, I would, again, barely miss getting gold.
I just made sure to have one vigor saved and ready for the Skyward Ascend. I tested it a couple more times and it works!

★ This one was such a pain for me I decided to make a video. (there's also a screenshot).
I did this one probably 50x or more. I lost count. lol. I kept getting with in 0.5 seconds of gold. This one was by far the most difficult race for me to figure out. I tried a lot of other strategies out there that helped shave some time off, but still struggled getting gold. I appreciate everyone posting their strats. They all helped me a lot!
