To Unlock all 8 Waygates you need 瓦德拉肯联军 renown lvl 23.
Each time you reach the following levels you'll select one gate to unlock. Levels: 7,8,10,15,17,20,23.
沉眠的发现 begin a questline called Ancient Waygates to get 远古觉醒 and unlock the first 2 Ancient Waygates.

Questline at renown lvl 7:

沉眠的发现. Deliver the message to Thaelin Darkanvil at the Rubyscale Outpost in The Waking Shores.
老忠石. Inspect the Etched Ancient Monolith.
夜知子. Locate Warpcaster Delandra at Camp Antonidas in The Azure Span.
好奇是关键. Speak with Warpcaster Delandra at Camp Antonidas.
能量采购. Gather energy within the vessel for Warpcaster Delandra at Camp Antonidas.
通向未知的界门. Follow Warpcaster Delandra to the waygate's location.
远古觉醒. Empower the Waygate. Rewards: 远古觉醒 & 远古界门. Ancient Waygate has 30 min cooldown.

To complete 界门大师 you need to reach renown lvl 23 with 龙鳞探险队 and complete a short series of quests.

How to unlock:

When you use the Ancient Waygate you get the 界门旅行 debuf and cant use them for 30 mins
It is Account Unlock achievement and all the Waygates will be unlocked for alts

For those who cant finish or even start the questline for first waygate you need to have higher reputation with Cobalt Assembly. I grinded yesterday rep to high and when i return back to Dragonscale Expeditiom base camp i saw that quest mark from that dwarf up hill from base camp. My guess will be be at least at Medium level to start this questline

After unlock Waygate III they all stopped working. Someone had the same ? I only have Waygate in Azure Spain on the map. The rest disappeared

I have encountered an issue where after unlocking Level 23 and completing the given quest, there is still one waygate quest available that I can't pick up and hence can't finish the achievement. I'm guessing that somewhere at the start I was given one too few quests, since the last couple of unlocks have worked as intended.

Has someone has a similar issue and does anyone know a fix?

As a couple of people have pointed out-- a current issue (and one I'm having) is that because I unlocked two waygates on an alt, I have no way to finish this achievement on main, because I didn't do the quests on main. So I really hope they adjust the achievement to be account wide :(

Kind of hockey but I hope this helps. When choosing a waygate you can accept and abandon the quests. Easy way to see all the locations on the map before you decide.

I feel it worth mentioning when given the quest to go find and activate the gateway, you will not get the line in the achieve until you go back to talk to Thaelin.

Even though it is treated like a flight network and New Location Discovered! will be said

So effectively you have to click a new gate three times

pour ancient mana in it from the provided Enchanted Arcana Vessel whose icon looks like lavender ink jar (I didn't link vessel itself because every Gate quest gives you another one, so there are lots of item ID for it.))
Add it to your special flight network for Waygates.
use it to teleport back to Thaelin in order to turn in.

Fixed as of 10.0.5 - required two re-logs of my main to finally get credit for the one I did on an alt. If it doesn't pop on initial 10.0.5 login, relog, and it should pop.

I've managed to complete this but not sure how considering I still have the quest Waygate - Vakthros in my quest log. When I go there I can use the waygate but not complete the quest because obviously I have not actually had to activate it.

At rank 23 I got the final two quests to unlock the last 2 waygates but when I accepted one Thaelin would no longer offer the second. I finished one quest and now the last one is not offered at all, but All the Things still shows it as an uncompleted quest from him and I cannot get the achievement. What a buggy mess.

I have a weird problem. I used one of those 7 to open Morqut Islet on the Forbidden Reach. I learned later that you were supposed to use Neltharion's Toolkit to open that one. Now I can't get the quest to open Shady Sanctuary and can't complete the achievement. They didn't write back so I assume there is no way to finish it. (Update: I did finish it and get the achievement on an alt that I had been slowly raising the renown. At lvl 10, it gave me the quest to open Shady Sanctuary -- I'm guessing because I never completed that quest on my main.)

This is still bugged for me. I've been trying to complete it for months but none of my characters have the option to pick up the last 2 waygates I need and I don't have any quests for it either. Hoping they fix it soon :<

Edit: found this evening 2 quests from Doc Nanners at 45.45, 54.81 in Valdrakken to finish this achievement.

This is still bugged for me. The final quest for the Vakthros portal doesn’t appear for me to finish

For those of you who are stuck, it's important to note - you need to talk with Doc Nanners - 纳纳斯博士 - in Val'drakken. He'll provide you with the breadcrumb to go back to Thaelin Darkanvil to actually unlock the final Waygates for this achievement. Thaelin won't give you these quests directly.

Still bugged on my Paladin main(Nanners and thaelin have nothing), but this Achieve can now be completed by any character in your warband. Logged to warlock, went to doc nanners in Valdrakken, then Thaelin and he had the missing Ruszathar quest for me which popped achieve.
