New Moon got yet another buff to its damage. With this change now, this talent is 0.7% ahead on Single Target compared to the other options on that row. Whether or not this change will make actual impacts to talent decisions is to be determined, but it seems to be a decent patchwerk single target option for non Venthyr users. Venthyr still wants
Fury of Elune.
Solstice got rebuffed from 200% to 250%, which is still 50% lower than current values on live. Blizzard just realized they were over-nerfing it to the point where it was never playable. This talent choice is the worst of the 3 options for most situations, but it is completely passive.
The most concerning change is the buff to
from 25%
Starfall damage to 50%
Starfall damage. This talent is still a damage loss on any sustained AOE situation. The problem with this talent is if it sits in the same iteration of design and is just buffed to a point where it is good on sustained AOE or even the best option, then we are at a loss for abilities to press on AOE. As it currently stands, you very infrequently cast DOTs on AOE, you rarely
Starsurge, and more often than not you just
Starfire even if you are capped on Astral Power. With
Starfall being on a 15s CD with this talent, if you are playing it on AOE then you are just going to default to pressing
Starfire only. This is just a poorly designed talent redesign.
The Kyrian legendary also got a couple of changes, but now mastery is largely worthless with that legendary. If moonkin was stacking haste then this legendary could be more usable, but as it currently stands it is not great.
Something also to mention is now Venthyr with
Sinful Indulgence is out-performing Night Fae with
Balance of All Things on single target in sims. This is moderately promising that it is performing close if not better on single target for M+ situations since it seemed like it was going to be Night Fae for raid and Venthyr for Mythic+.
