This quest was bugged for me. It didn't show up on Sebastian Jurgens after turning in the pre quest Bookin' it Back (I could interact with him for about 5 sec and saw his normal interactions, but no quest). Then he walked down to the teleporter and teleported away, leaving me behind with nothing...
And no one else was there, so it can't be that someone else accepted the quest from him.

Since he teleported away and I didn't, I went to Westfall to check if I can complete the rune quest (I didn't know I was missing this quest at that point, but Sebastian Jurgens was gone anyways, I waited about 3 min for respawn but he didn't reappear).

So after finding out that I need this quest first, I went back to Tanaris, but since I used up my 3 charges of Guided Buoyancy Accelerant, I couldn't reach the island, because I die from fatigue on the way.

So I tried to find a way to refill Guided Buoyancy Accelerant and found out that you can buy it from Rix Xizzix in !@#$ing Booty Bay...

So yea I guess now I need to go back to Booty Bay, so I can go back to Tanaris, so he can teleport me (hopefully) to Westfall.

EDIT 1: Nope, you can't buy Guided Buoyancy Accelerant from Rix Xizzix. My information was from a comment on Guided Buoyancy Accelerant.
So I guess I need to get creative with swim speed potions, soulstone and stuff like that... Thank you Blizzard for wasting a day of my life.

EDIT 2: I managed to get back to the island with my Flask Set (Heal) and a warlock Soulstone (didn't even use any swim speed potions). However Sebastian Jurgens still doesn't have the quest.

EDIT 3: Ok i guess it's not bugged, but just stupid. All quests but this last one are for level 55+, and this one for 58+. The problem with this is, that the quest giver is at a spot that you can't reach normally. So, if you do the quests before level 58 you have a high chance that you will have a painful time.
