With shards you can buy Wintergrasp Commendation. ( 1 commendation for 30 marks ).
1 commendation will give you 2000 honor.
You can buy uncut epic gems with 10000 honor.
So technically, you can buy uncut epic gems for 150 shards.

No, turn in 150 shards for the commendations.
Use those to give you a total of 10k honor.
Go to Stormwind, in the Hall of Champions (next to SI:7 and the warrior training place) and talk to the first guy on your right when you enter. He will have all the gem available for 10k honor.
