1. Find a Dead Acolyte and loot "Unidentified Artifact"
-Tirisfal Glades, near hillside, not too far from road towards Scarlet Monestary.
-Elwynn Forest, near Jasperlode Mine.

2. Take Unidentified Artifact to a specific Warlock Trainer nearby and exchange for "Fel Powered Artifact."
-Tirisfal Glades, upstars at Brill Inn.
-Elwynn Forest, in basement of Goldshire Inn.

3. Return to Dead Acolyte and use the Fel Powered Artifact on the runestone near the Dead Acolyte.
-You will receive a 10 minute buff called Blood Offering.

4. Talk to a specific Warlock Trainer in nearby town while buff is active to receive Rune of Tactics.
-Tirisfal Glades, speak with Carendin Halgar in Undercity Magic Quarter (near summoning portal)
-Elwynn Forest, speak with Gakin the Darkbinder in basement of Slaughtered Lamb in Stormwind City Mage Quarter.

Gakin is in the basement of "The Slaughtered Lamb", which is found by entering the Mage Quarter by its Northwest Gate. Of the two gates into the Mage Quarter it is the gate farthest from the Trade District. Turn right as you enter the Mage District through the Northwest Gate and you will see the open door of The Slaughtered Lamb directly in front of your toon. When you reach the stone walk, turn right up the ramp. Enter The Slaughtered Lamb, go across the room, and down the ramp. Gakin is in the first room you come to.
