The ultimate reward for this quest chain is 乌瑞恩的图章, an incredible twinking or levelling ring. The entire chain rewards a ton of XP and has you visiting multiple instances and zones. Twinks would be best to commence this long chain as soon as is practicable, at level 16, and of course you'll need some buddies to carry you.

未寄出的信 - a drop from 艾德温·范克里夫 in 死亡矿井, who might also drop 兄弟会斗篷, 残酷倒钩 or 黑暗迪菲亚护甲 if you are really lucky!
巴吉尔·特雷德 - back in 暴风城
监狱暴动 in the 监狱. Hopefully 监狱骨片, 铁指虎 or 弯曲护腕 also dropped for you!

for twinking purposes do i have to be level 16 to even pick up the item or can i just loot it regardless of level?
