I heard this is done by turning in 30 Necrotic runes to a guy in Org to receive these but I can't find him. Any ideas?

do have a certain reputation to get these or something, cause i cant turn in my runes

In order to get these gauntlets, you must indeed turn in 30 necrotic runes.

However, before you can do that, you must complete the first quest to hand in 10 runes.

Near the quartermaster in Light's Hope Chapel, an NPC should now have a blue ? mark over his head. He's the one you turn in the runes to for rewards and great justice.

It seems like they got 100% on large briliant shard (the yellow one) disenchanted them 3 times^^
