It takes about 10 flesh to get the flight commander to offer another quest. See the quest itself for more details. First lead the flight commander back to your base, then turn in the flesh, then deliver the beacon and then finally it will summon bat riders to bomb your enemies in a different area depending on which flight commander you did.

This is used in the wing commander quests, when you find the 3 missing wing commanders, 1, juze? guze? wants this flesh, the next wants lietenant flesh, the next commander flesh, but first someone has to find them. take many rogues...
