Belt drops off Vaelstraz in Black Wing Lair, only thing comprable before naxx is the aq40 Royal Qiraj Belt, which has 20 more life and +1 more def on it with a parry verus the Wrath belt which has the 3% chance to block, and with 14 more atk power.

Hopefully the looks will be beefed if not in 1.7 then in 1.8 esp. if they'll implement a new raid dungeon in 1.8 and with that a new tier of epics/legendary items.
