As a rogue, I recommend this. It's great for instances if you want to stay on the top. Since you shouldn't be the main target for mobs anyway (if your MT is good) dodge means nothing. And you don't want to dodge anyway if you're in PvP, as warriors will eat you alive.

270 HP is a great bonus. 11 STR is like having 11 more AGI without the crit/dodge bonuses.

Western Plaguelands is pretty good for warbear leather too bears are 52+ so they are quick to dispatch and there are plenty of them about.

I wear this for the feral druid tank set although as a level 50 piece it does have its down side and could do with having more armor on it. Great for bear though with its health bonus.

Not a bad chest and legs for a rogue. No Agi, you say? Well, of course not - but you can get Agi on other pieces quite easily, and it's hard to look the other way when warbear leather is SO cheap to just buy off the AH.

Yes, these are ugly to look at, but with the right shoulder, shirt, and boots, even a female toon can pull it off. Give it some thought.

For rogues:

If you can't get lucky with, or can't solo the rare spawn in Mara, this is acceptable. Also if your other gear is more geared towards straight damage, the massive stam on this helps.

For druids:

Bear tanking chest for you here. The other phase <=2 chest out there for you is mixologist tunic from plugger in BRD (Guzzler) same armor, more of the budget is spent on str/ag which is a plus for threat. You can't replace it without some sacrifices, but breastplate of bloodthirst is top until raiding.
