On the first ship, right under the deck between all the cannons.

He is on the ship nearest the docks, at the firing cannons. He have a longs spawntime so i suggest you to go stealth (if you can) and maybe check facebook.

Warning: Very slow respawn rate. If he's not there and you have other quests in the area, go do them first. I waited for 10 minutes or so before he respawned, and I don't even know how long before that he was killed.

The Southsea Swabbies on the boat have an aoe ability called slippery suds https://www.wowhead.com/cata/spell=83643#.

Here is my advice:
Make sure you have a health pot or survivability ability on reserve just in case. Run up the plank and into the room on the left. You'll immediately get aggro from 2-3 swabbies. Do your best to CC, Aoe and/or have a pet tank them all. Kite them around the room, making sure to stay out of the slippery suds. The Taskmaster is in the next room and has another 2-3 npcs around him. After I killed the mobs in the first room I raced into the 2nd room, focused him and when he was dead I ran and jumped off the boat. The npcs on the boat do not follow you off the boat. And voila your quest is ready to turn in.

Whenever I step onto the boat I pull about 4 of them within 10 seconds or so. I've died on 3 attempts so far.

I just did this as a level 46 druid. It is almost impossible not dying a few times if your the level that it's meant for. When your going up the plank you'll pull the mobs beneath. But anyways. If your a druid, just stealth down to the lowest room, clear that, and then walk up and kill the swabbie just before the room with the taskmaster. As the taskmaster walks towards one swabbie pull the other swabbie with a moonfire or something and go backwards and just kill him, then you kill the other swabbie when he walks to the now cleared side. And then go in and kill him. Stealth out if you like. This is a method that can be used by anyone. You just have to die to get to the lowest of the decks.

With a Priest (46), also Alchemist, Just made some Invisibility potions (15 sec) and use one of them. Enter to the first boat with no problems and then kill and kill, all good.

Still bugged, I just ran right up the ramp on my Warlock and when I got to the middle of the deck my pet randomly popped up and I was able to complete the quest after standing there for 15 minutes trying to figure out how to get on the boat without getting hammered.

This quest was really discouraging when I was leveling my first character in February, still sitting at 46 with this quest in the log

I just did the quest with my lv 47 Frost Mage.

My water elemental refused to climb the plank and I died twice trying to climb the plank. I used fatherix's advice and respawned on the ship.

It was a cake walk after this. I even went out of my way to clear the ship.

They must have fixed Southsea Taskmaster's respawn rate, because he repopped while I was still standing there. Couldn't have been more than a minute, if even that.

[That nasty ship on the east side of the cove keeps firing its cannons at us. It's kinda funny seeing all the goblins get hit by cannonballs, but some of my gnome friends are being hit too!

It'd be really, really nice if you could make your way past those cannons and onto the ship. There's a mean ol' taskmaster yelling at the other deckhands in there, and I'm sure if you beat him up or kill him, they'll stop shooting at us!]
