Rough testing shows the Internal cooldown to be 100 seconds, which is higher than the expected 90 seconds.

Internal cooldown of 90 seconds, which averages to a constant 428 strength. (Slightly less since it has a 10% proc rate and will rarely proc immediately.)

Oh wait, exactly the same amount as Crushing Weight.

So Heart of Rage < Crushing Weight as soon as you're expertise capped without it, then you fully benefit from the haste buff.

how the hell can this be a BiS item... with 10% proc and 90 sec ICD... Seems to me that the only reason this is a BiS item is only because of the Expertise.

I feel like:
Right Eye of Rajh
Buff: Eye of Doom
Procs: 7 during 5 minutes
PPM = 1.11
CD = 0 sec
Uptime = 18.83%

and

Fury of Angerforge
is BiS in my opinion...

Arms warrior perspective:

No matter how many times I test on the dummies (yes, not theorycraft, qq) I always get better dps from the Darkmoon Card: Hurricane + Fury of Angerforge combo, versus the Heart of Rage + Fury of Angerforge. This trinket is consistantly about 7% lower, even when looking through the recount and all the crit chances only vary a percent or two... statistically similar. 5-min tests too!

The math says this should be better but I really dont see it happening in actuality. Im going to hang onto it, but only for future testing/etc...

i keep reading and hearing different things. what do you guys think would be the best combo. I got heart of rage, license to slay, crushing weight, and darkmoon card.

The Heart is better than the License in fights shorter than 101s (at 101s 1 proc from the Heart averages down to about 381str, vs the 380 Str from License and it's ramp-up time), fights longer than that and it starts to even out a bit in favor of the License, but it's important to understand that even a blue strength proc trinket like the Right Eye of Rajh can beat the License on short fights, and that it's always nice to have strength proc or on-use trinkets in your bags for trash and dungeons.

Here's a quick explanation why Heart will almost always beat License in short fights:

Let's say we kill a boss and he dies after 60s (an instance boss that you've overgeared for example). Let's say the Heart procs after 10s or so into the fight:

First we find out the average uptime of the Heart proc during these 60s: 20/60 (20s uptime of the Heart proc divided by the 60s fight duration) = 0.3333333 - The Heart had an uptime of approximately 33.3% during this 60s fight, not bad.

Now we determine how much passive Str the proc would have equaled (or how much of a passive strength buff it would have equaled if the Heart was a trinket with a passive Str stack like the License), we take the 1926str of the Heart proc times the uptime we calculated: 0.3333333(or about 33%) times 1926strength = ~642strength. With an average of 642 strength provided during the whole duration of this 60s fight, it's an easy win for the Heart compared to the 380 Str from the License.

Because on-hit and on-use trinkets give you a very high average strength on short fights, it's great to run with two of them when doing dungeons or solo farming/grinding, or even PvPing. During these short fights you can usually chain up your set of cooldowns with 2 big strength procs and watch your numbers go bonkers.

In Summary:
- Heart always beats License in fights shorter than 101s, fights longer than that and both trinkets are comparably good with each other.
- On-hit/On-use trinkets work best when chained up with your major dps cooldowns.

Edit: One downside to on-hit trinkets in fights with alot of movement, your trinket just might proc at the worst moment when youre forced out of melee or right before a phase transition (Atramedes or Ragnaros for example), or when you are using weak ranged attacks inbetween transition you'll be cursing when your trinket procs. Also edited to be less of a text-block.

Proc effect seems to have been altered for the 4.3 ptr, it now appears to have an effect similar to Bloodsurge procs for a fury warrior, along with the red haze that normally appears above your head while the trinket's effect is up
