Distress Call has some sort of prereq. i couldn't obtain this quest until after completing several other quests... the whole Karuk line, Enemies of the Light, Plug the Sinkholes, etc. my VE rep is 1330/3k, so it's probably not reputation-dependent.

but if you can't get it immediately after getting off the boat, come back for it later.

To those who have not leveled in this area..be warned...

After having leveled Horde and Alliance I can say with absolute confidence that I can't stand this area. You can't move without aggro-ing some random mob. It has an advantage in that the stream of XP is constant but in the end it was constantly frustrating. I just wanted to mount up sometimes without having to kill every wandering machine that managed to find me. Almost worse than Moonbrook.

Confirmed. You must complete the quest Plug the Sinkholes then this line becomes available. Nice entry level feral tanking legs as a reward a few quests farther on the quest chain for Alliance and Horde.
