Got this last night from Kologarn in 10 man Ulduar. As a shadow priest this is a great necklace, although any dps caster class could benefit from this, especially those who need a high amount of hit like locks and mages. This upgrades Chain of the Ancient Wyrm for me, although i had to rearrange some gems to keep my CSD active.

I'd be one to recommend holding it for any Ele shamans in your raid to get first. Right now itemization of nearly all off-set pieces for elemental shamans is terrible leaving only a few non-spirit and non-mp5 options. While minimal, cloth-based casters still gain some benefit from spirit on their gear, where as Ele shamans literally gain no benefit from any regen stat short of Int. (which is something of a pseudo-regen stat anyway)

The +Hit filled the niche for me perfectly, as it dropped the same run when I picked up the Plasma Foil dagger, and lost the hit from my crafted Titansteel Spellblade. So not only two lucky drops and subsequent rolls, the two items compliment each other keeping me hit capped. I'm not usually that lucky!

It's a decent item for shadow priests as well, probably any caster that isn't hit capped of course.
