If you were to compare a wand from Burning Crusade Entry level (Karazhan) with a wand from Burning Crusade's highest end game raid (Sunwell Plateau)

You would see that the difference in the two wands quality is enough to make the Demonsoul a good upgrade but not a huge difference in the two.

Now lets compare a wand from Wrath of the Lich King Entry Level (Naxxramas Heroic) with a wand from the Blizzard stated "Next tier in raid progression" Dungeon Ulduar

Hang on... This wand isn't a 'good enough to be an upgrade' type wand with slightly increased stats....Its practically Doubled the stats of the Naxxramas wand.

We didn't even see that kind of upgrade or change in wands from comparing the first and last raid dungeon of Burning Crusade..Now we're seeing it in a dungeon thats simply the next tier up?

Are we to assume that a tier 9 quality wand will practically double the stats of this wand?

God i hope not....

It seems like most of the budget for this item has gone to increasing the DPS on it, if you compare it to an ilvl 213 item, the stat increases are pretty minimal https://www.wowhead.com/cata/compare=45170;40284
As a shadow priest, I can only think of one occasion during my Wrath raiding when I used my wand to DPS a boss - as a result of having low mana. That being the case, the increased DPS on this wand will go to waste. It would be nice if the budget was allocated more in favor of base stats or +spell damage, but alas I must adhere to the standards set forth by Blizzard on budgeting. Woe is me.

This is the second epic wand in the game to deal frost damage, the first being Cold Snap from Azuregos way back in vanilla.

This wand is great but it's almost no stat boost from the 10 man version.

versus this wand

It's such a minor upgrade but from some reason this item level is 232 while the Nurturing Touch only has 219 level.

I mean you're losing 3 stam and only gaining 3 crit rating and 3 spell power. It's more of a side grade than an upgrade. It needs a minor buff to its stats, otherwise the 232 really isn't credible.
