Two very significant things to note about this wand:

First is that it deals Holy damage, very rare. And, correct me I am wrong, but mobs do not have any resistances to holy damage.

Secondly, this wand has an extremely slow speed. 1.8 seconds is the common 'slow fire' wand speed. At 2.0, this is rather akin to the Arcanite Reaper of wands.

This is one of only ~~five~~ ~~six~~ very few Holy wands.

No, SP does not affect the damage of wands like AP affects to damage of Bows/Melee Weapons.

The damage that the tooltip on a wand says, is all that it will ever do.

with the recent removal of wand specing and ranged atk power scaling this is completely correct, however wand damage being elemental damage is affected by +school% damage modifiers on things, like the 25% bonus holy damage against Kil'Jaeden fight and what not. Useful for when you cannot cast spells due to being silenced or need to eat through cloak of shadows or some such.

This is the most ideal wand overall for a Holy DPS built/geared priest.
Though mp5 won't be as desirable in patch 3.1 It will still be a quality holy damage wand till something better from ulduar.
