If anyone has the same problem as I did wondering why they couldn't find this NPC to pick up the quest, you need to hand in 'The Stone Throne' first to set the phase back and the NPC will appear

Pic above. Basically fly in front of portal which is a large column of light. For the paper npc's drop them found mine on a mage on 3-4th frag.

Although this is part of a chain, you must also complete Fly Over to unlock the rest of this chain

However I havn't tested it the other way around. A pretty unusual behavior of breadcumb quests, wish all quests were like those :<
