This set uses the Red variant of the "C1 Robe" artwork and forms a complete three-piece set of the art.

There isn't set artwork for any other piece (belt, boots, bracers or gloves). Just those three.

Note that all three sets of listed shoulders use different models. Check them out to decide which style you like.

For this Red set, the hat does seem to match correctly. The band is basically a distorted version of the hem pattern. But for the Green and Purple variants (see below) the hat bands are unrelated and the colours are a bit off, suggesting they're probably not supposed to match.

There are five other colours of this set in the artwork database and all are available in the game as complete two-piece robe and shoulders sets (three-piece for most of them, if you consider the hats a valid match). See:

Blue: Wizard Regalia
Green: Wizard Regalia (Recolor)
Black: Wizard Regalia (Recolor)
Purple: Wizard Regalia (Recolor)

The screenshot I added "Wizard Regalia (Red Recolor)" is using the three items posted above and I added the following:
• Mistyreed Torch
• Frostsavage Belt
• Vonica's Gauntlets
• Red Riding Hood's Cloak
• Durable Boots

A better match for the gloves would be Imperial Red Gloves but they were currently 1000g on the AH.
