This new patch 4.3 shatter keeps up the tradition of allowing shatters of the epic enchanting mats to lesser components.

Cataclysm shatter: 漩涡碎裂
Wrath of the Lich King shatter: 深渊碎裂
The Burning Crusader shatter: 虚空碎裂

This will help raise the price of the heavily saturated market of 漩涡水晶 from 祖阿曼 and 祖尔格拉布 and lower the price of 天界碎片.

With the changes regarding the amount of VP earned per run (Each tier of heroics earning the same amount) This may become irrelevant due to more people running 4.0 heroics.

Given the relative difference in availability, I wish this would be splitting to Essence, not Shards...

So do I. Especially combined with the fact that as soon as the next expansion is out, shards become almost worthless for levelling up (see Void Shatter). Dust and essences are needed far more, and AH better.

I have searched for evidence of this "fact" you speak of. Is this conjecture? Are you speaking of patch 4.3, or the expansion 5.0? If the latter, there is a good chance that your "fact" may become exactly that. But ironically, the shards are worth more than the crystals from TBC in 4.x. I believe the word "fact" is misused in this situation. Replace the word "fact" with the word "likelihood".
On the point of "need", you can farm the crystals, dust and essences easier than you can farm the shards. The introduction of this spell makes the shards more accessible. I believe it best to say this is a good thing, and not worry about what it doesn't do.
