When you get this quest, also pick up "Vortex." While you are attacking a Zin'jatar Ravager, the Swarming Serpents will gather around and attack. While in combat, you can use "Globes of Tumultous water" to gather several of them which will not only get them off you but will help achieve the quest for "Vortex."

Note: You may not want to turn in "Vortex" quest until you this quest is completed because you lose "Globes of Tumultous water" and the serpents will keep swarming you and while they don't do a lot of damage, they do do damage and are at least irritating.

I experienced a bug when doing this quest and other mobs in the area. I kept getting an error message "No Path Available", when I wanted to Charge at them, and occasionally and "Out of Sight" message, when i was fighting them nose to nose....
