Players that lost the ability to make the tea will need to go back to him after patch 2.3.2 and relearn it at no cost.

Just take the left path after entering the instance and keep turning left until you get to The Murder Pens.
Henry is being held captive inside the third cage on your left.

Just a little note for anyone who's trying to obtain Chef de Cuisine this is a very easy pattern to pick up, and one that very few other chefs have discovered. Considering that there are currently (according to wowhead) 167 cooking recipes that can be either learnt or taught, of which several are incredibly difficult or impossible to obtain (Delicious Chocolate Cake: Difficult, Thistle Tea: Impossible unless you're a rogue, Dirge's Kickin' Chimaerkok Chops: Very Difficult, Stormchops: Difficult, Captain Rumsey's Lager: Difficult, and that's not including opposite faction recipes which can be difficult if you don't have the money for them.)

Short story: Grab this pattern!

Related to a comment above - ANYONE can learn this recipe. You do not have to be a rogue, and he teaches you straight away, it's not a BoP recipe that you learn later.

He is at 81, 17 (the Murder Pens) of Razorfen Downs, which is now a part of Thousand Needles.

If you are alchemyst, he also teaches you Major Troll's Blood Elixir, when you speak with him.

This guy is found in RFD, and has the option to teach a cooking recipe? And an alchemy recipe? Though I didn't have high enough skill in either to learn. Could someone tell me what the two recipes are?

the area is called "the murder pens." there are small caves in the rock walls and they have wooden bars. r-clk the bars to get to the npc's.

he taught me Goldthorn Tea when I talked to him in RFD. My cooking was at lvl 180 I think.

He does no longer teach you anything, as far as I can see. I have talked to him on a few occasions with a few characers, and he states "Yes I will teach you" and then nothing.
It is possible it got scratched, or that it went ally-only.

The patch note for 2.3.2 :

Cooking

* Goldthorn Tea was erroneously unlearned by most players who had learned the recipe. The recipe has been re-enabled and can be learned again from Henry Stern in Razorfen Downs at no cost.

In Razor Fen Downs instance. entrance to tunnel to intance 49,93. instance entrance 53,71. he is in a pen in the muder pens NE part of instance.

He is in the North East cave of RFD.

He is noted in position 2 for those with the Atlas add-on or if you look at the maps on the web.

Stealthed in to see him today and he gave me both the alchemy and cooking recipe.

Whats up with him? I cant get the Recipe. My friend and I ran it lastnight and he wouldnt give us the recipe. He said he will teach me, but then nothing happens. Is this a Horde only thing? If so, then why can alliance talk to him, and why does he say he will teach us. He says he will wait there untill its safe to leave... any ideas?

He teaches Goldthorn Tea for cooking which is a mana recovery drink. Requires goldthorn and refreshing spring water.

Henry Stern is not in the instance. No1 knows where he is.
Last week I opened a ticket and they told me that he will be back with new update.
Right now ( 24/1/2023 ) after last night's update he is not where he supposed to be in front of the last cage in Murder Pens.
Please add here any feedback about the issue.

225 Alchemist 225 Cook in Season of Discovery Phase 2 confirms: he absolutely teaches both recipes for free after freeing him.
