Could be the herald that announces the fights in the Trial of the Champion 5man dungeon, Alliance version (telling from the tabard, he's a member of the Silver Covenant, plus his counterpart is obviously a Sunreaver), at least he's gonna be killed and then resurrected by the Black Knight, the surprise and last boss of the dungeon.

*edit* WoW.com confirms he's the Alliance herald, gets "force-choked" by the Black Knight and risen as a ghoul.

*edit2* So this NPC is the version of him in Dalaran, there's also his two "appearances" in Trial of the Champion

Maybe I came late but I saw him arriving with 2 argent peacekeepers. He came on hyppogryph, flying around 15 yards abowe ground, near that levitating monument before dalaran fountain. Classic "argent tournament challenge music" begins to play, and he said:

Arelas Brightstar says: The Argent Crusade invites you to test your skills in honorable combat against other heroes of Azeroth at the Argent Tournament.
Arelas Brightstar says: The champions of the world's great nations have gathered at the Argent Tournament Grounds in northeastern Icecrown to face all challengers.

And then flew away.
