The mount vendor (Tohfo Skyhoof) and flying trainer (Wind Rider Sabamba) in Warsong Hold can be found at 42.1, 55.4. They're in the southern part of the roof of the keep, which is the opposite side of the Flight Path on the roof.

This NPC can be hard to see as she's sitting on a wind rider that looks just like all the riderless windriders that line the roof. If you're just glancing, you might miss her. Fortunately she's standing right next to the mount vendor.

I got a letter from sabamba telling me that after buying artisan riding, i could buy cold weather flying for an additional 1000. i think this must be a glitch.

With the implementation of Patch 4.0.1, this trainer will now teach people Cold Weather Flying at a cost of 500g.
