Yes, It is. All the windserpent family are.

Im not sure about the others, but i know this one taught me lightning breath 2 at level 24 :)

And its fun to eyes of the beast. yay snakey flying things!

Also this mob is involved in the quest Chen's Empty Keg. The third one I think. You turn in the keg for the first one then a set of stuff for the second one. This mob is used for the second set of stuff.
