Cant believe it hasn't been said yet:

This NPC seems to be a reference to the character "Endora" from the sitcom "Bewitched", performed by Agnes Moorehead, that was the mother of the main character(Samantha), she was also a witch.

She is in the same room as the innkeeper, standing next to an Orcish oven to the right on the room, when you enter from the zeppelin/windmaster, oder on the left of the room when you come in via the stairs.

She is not giving a quest called 危在旦夕 to unlock Coldara flight path at wotlk beta. You can just run to quset hub to take follow up 越狱 quest.
