You could make revered in 1 day if that was your goal. It only takes a few runs each in Old Hillsbrad and Black Morass, as long as you do the quest line, too. Notice https://www.wowhead.com/cata/quest=10298 gives 8000 rep.

Keepers of Time rep is in fact very easy to obtain. Another quick side note to the prices shown by the vendor. Some of them are actually lower when you obtain Honored/Revered/Exalted. I think some of the prices here are the base prices.

To find her, fly to the end on the cavern on the dragon, then run back a little towards the start. She's standing in front of the first building on the path back.

I'd presume she isn't an elf at all but one of the Bronze Dragonflight in elf form. Pretty standard fare, there's one in whatever the zone where ST is too. Think he's one of the Blues though?

This dragon appears in-game again, this time as a bronze whelp at the begining of the Well of Eternity 5-man dungeon.

Currently on the PTR the new npc has no purpose.

She is located "inside" Caverns of Time coords 63,57; map may look like its outside along the beach but the npc is not. When you arrive at the CoT, take the Dragonflight and when you dismount, walk around the circle til you come to the passageway guarded by two Wardens of Time. Or you can also keep walking around the circle until you see the face of the sleeping dragon in the middle; his face is pointed directly down that hallway where Alurmi is. Walk down that hallway and she is a bloodelf on the right side of the pathway with some orcs; you can buy the key from her for 9g.

She is near bottom of Caverns of Time - I flew down, then headed back a bit up the tunnel I'd come down. She is w/ other merchants.

Do /target Al as you ride - you'll find her.
