In beta at least, he also gives you a choice of two quests to pick your alliegence to either the Aldor or Scryers with a rep bost/loss to go along with it.

Garona is a half-orc who is the best friend of Khadgar in the past...when Khadgar was young, seventeen years old.
Magus Medivh is The Last Guardian of the Azeroth who rescued from demons and died by Khadgar's sword.

To get the tour quest from Khadgar, you must speak to the Haggard War Veteran at 59,40 in Shattrath. This will send you to A'dal. Talk to him, then Khadgar will tell you to leave him alone. Then you can get the tour quest from Khadgar, which allows you to build rep with Aldor/Scryer. Follow Khadgar's elemental servant around until you get a quest completion. No, you can't /follow.

Just a fun fact: Stormwind has a statue of Khadgar in the Valley of Heroes and on the plaque it says that he is now presumed deceased. Clearly not blizzard!

Here is some Lore:
Khadgar is a human mage that was from a apprentice from Medvih. In the Warcraft book "Beyond the Dark portal" he had helped Alleria Windrunner and Turalyon stop Nerzhul from opening portals to other worlds in Outland. His job was to recover the skull of Gu'ldan from the dragon Deathwing, which he succedes in. Although Deathwing swore he will kill Khadgar one day, it has not occurred in Warcraft history......

Actually, here's the thing that Khadgar helped (which is by far more superior if you ask me):
Medivh's nature was thoroughly changed after his coma, and his closest friends and relatives noticed something was wrong. Medivh's mother Aegwynn, now banished from the realm for her misdeeds against the Order of Tirisfal, had figured out what Sargeras had done to her, and got into contact with King Llane and his general, Lord Lothar. Lothar felt he had no choice but to destroy the corrupted Medivh in order to prevent the evil Guardian from doing any more damage to Azeroth. Medivh's apprentice,
Khadgar
, helped Lothar and an orcish emissary, Garona, infiltrate Medivh's dark tower, Karazhan. Despite his enormous power, Medivh was caught off his guard, and was in the end killed by his former friends and comrades in his underground sanctum.

Khadgar opened the text, and as he did so he felt something shift within the book, like a slider moving down a metal rod or a drop of mercury moving through a glass pipe. Something metallic unwound within the spine of the tome.
The book began to tick.
Quickly Khadgar closed the cover, and the book silenced itself with a sharp whirr and a snap, its
mechanism resetting. The young man delicately set the volume back on the table.
That was when he noticed the scorch marks on the chair he was using, and the floor beneath it.
“I can see why you go through so many assistants,” said Khadgar, slowly wandering through the room.

Khadgar didn’t hear him as much as felt his sudden presence, the way the air changes as a storm front bears across the farmland. The young mage turned in his chair and there was Medivh, his broad shoulders filling the doorway, his robes billowing behind him of their own volition.
“Sir, I…” started Khadgar, smiling and half-rising from his chair. Then he saw that the master mage’s hair was in disarray, and his lambent green eyes were wide and angry.
“Thief!” shouted Medivh, pointing at Khadgar. “Interloper!” The elder mage pointed at the younger and began to intone a string of alien syllables, words not crafted for the human throat.
Despite himself, Khadgar raised a hand and wove a symbol of protection in the air in front of him, but he
might as well have been making a rude hand gesture for all the effect it had on Medivh’s spell. A wall of
solidified air slammed into the younger man, bowling over both him and the chair he sat in. The grimoires
and primers went skating along the surface of the table like boats caught in a sudden squall, and the notes
danced away, spinning.
Surprised, Khadgar was driven back, slammed into one of the bookshelves behind him. The shelf itself
rocked from the force of the blow, and the youth was afraid it would topple, spoiling his hard work. The
bookcase held its position, though the pressure on Khadgar’s chest from the force of the attack
intensified.
“Who are you?” thundered Medivh. “What are you doing here?”
The young mage struggled against the weight on his chest and managed to speak, “Khadgar,” he gasped. “Assistant. Cleaning library. Your orders.” Part of his mind wondered if this was why Moroes spoke in such a shorthand fashion.
Medivh blinked at Khadgar’s words, and straightened like a man who had just been woken from a deep sleep. He twisted his hand slightly, and at once the wave of solidified air evaporated. Khadgar dropped to his knees, gasping for air.
Medivh crossed to him and helped him to his feet. “I am sorry, lad,” he began. “I had forgotten you
were still here. I assumed you were a thief.”
“A thief that insisted on leaving a room neater than he found it,” said Khadgar. It hurt a little when he
breathed.

“The Magus does not need an assistant,” muttered Khadgar, clearing a space at the end of one table and pulling out a chair. “He needs a housekeeper.” He shot a glance at the doorway to make sure that the castellan was well and truly gone."

A note worthy of mentioning, Khadgar was around seventeen of age when he became Medivh's apprentice, and judging by the Blizzard-set timeline, he must be-- 4 from Warcraft 3 to WoW, twenty-something from Warcraft I to Warcraft III...plus 3 years between Vanilla and Burning Crusade...plus 17 years since Khadgar was the Apprentice...
I would judge he is in his mid-thirties, although his appearance begs to differ.

Referencing from "The Last Guardian" by Jeff Grubb:
Khadgar means "Trust" in old Dwarven. Medivh's name means "Keeper of Secrets" in High Elven.
I doubt having an orc say the word "Khadgar" to a dwarf will have him say "Trust" on the dwarf's screen. Blizzard's algorithm of languages probably doesn't support it that way. Plus, it is indeed "old dwarven" language.

So, Khadgar, appointee of the Alliance of Lordaeron, sent to stop the horde forces on the other side of the Dark Portal, what exactly have you been doing since the portal's reopening, and other following major events(such as an updated invasion by both Alliance and Horde, downfall of Illidan, Kil'jaeden's visit to the Sunwell, the Lich King's invasions, and even his downfall, too...)?
This guy was a fairly important character, for a while. I remember playing AS him in Warcraft 2: Beyond the Dark Portal(this game was an expansion -- he did NOT appear in the original game. The only heroes in the original game were Lothar, Uther, Gul'Dan, Cho'Gall, and Zul'Jin). I imagine he'd be really important to Dalaran, seeing as he was one of its more prominent mages. The city has been restored and everything's up to full swing, but he's been sitting in Shattrath this whole time. That's gotta be work abandonment by now...
Here's to hoping he actually has a role in the events of Cataclysm. Varian came back in Wrath and rampaged all over Northrend. Khadgar was reintroduced in BC and did... nothing. Lame.
I have read Tides of Darkness(the book), and it does a good job in characterizing Khadgar, so I have a reason to be disappointed with his usage in the actual "World of Warcraft".

Conversation with Khadgar (spoiler alert)
You can have a dialog with Khadgar in which he recounts his personal history and his first encounter with the Naaru.
The naaru are wise beyond our understanding. I've learned more from A'dal in the last five months than all the years I spent in the libraries of Dalaran.
I've heard your name spoken only in whispers, mage. Who are you?
I am Khadgar, former apprentice to the fallen Guardian, Medivh. I'm sure you've heard his name before.
It was I who discovered that Medivh had been possessed by the Evil One, Sargeras - and that he had opened the Dark Portal between this world and Azeroth. Though I honored my Master, I was forced to slay him and put his tortured soul at rest.
Go on, please.
I fought alongside Lord Anduin Lothar as we drove the Horde from our lands on Azeroth. As the heir of Medivh's legacy, I could do no less.
When the call finally came to invade this grim world - and put an end to the orcs' evil forever - I stepped forward along with my friends Turalyon, Alleria, Danath and Kurdran.
I see.
My comrades and I called ourselves the Sons of Lothar - in honor of the greatest, most selfless man we ever knew. We gave our all to defeat Ner'zhul and end his madness.
As this doomed world fell apart around is, we shattered the Dark Portal to prevent any further harm befalling our beloved Azeroth.
What did you do then?
Trapped in this broken wasteland, we did our best to survive. Over time we sensed that a new evil was closing in around us from the Twisting Nether. More foul than the dark orcs - it was the Burning Legion itself that sought to take hold of this... Outland.
What happened next?
While my comrades held the line against the encroaching darkness, I used my magic to reach out into the Great Dark Beyond. There, I sensed beings of immense Light - of unfathomable purity.
It was A'dal and his naaru I had found. It was nothing short of a... miracle.

OMFG! <3 Khadgar ever since I read The Guardian by Jeff Grubb, great book. Anyways I'm glad Blizzard had the deceny to give him his own model but wtf is with the generic human voice. He deserves more!
