This guy is involved in the questline beginning with The Unsent Letter.

You have to kill him in The Attack!, however if you die or fail to kill him, he will remain spawned until the quest is reset by a Game Master. This bug is present at the current time (Patch 3.1.2).

Kind of funny - when you kill this guy as a Horde, he says to you "What? How dare you!" You can understand him as a Horde.

Must've gotten an Orcish/Common Dictionary from the library...
