My 29 twink uses these. A level 29 character can only have 225 skill, so he can use them but not make them, and they're better than the battleground bandages available. I just have my main make them. Woot!

With patch 3.1 the Triage quest is no longer required for Heavy Mageweave bandages. The bandages are now available from the first aid trainers and are not free:
Heavy Mageweave 10g
Runecloth 12g 50s
Heavy Runecloth 15g

Note that 1 heavy mageweave bandage is worth more from the vendor than 2 mageweave cloth. If you don't want to Auction your mageweave, better to sell the bandages to the vendor than the raw mats.
2 mageweave cloth = 5 silver
1 mageweave bandage = 8 silver

For Alliance, you can get heavy mageweave at 240 and runecloth at 260 at the trauma surgeon in Theramore.

The alliance trainer is in Theramore, Gustaf VanHausen. (He's the same NPC that teaches you artisan first aid.) When you hit the skill level for it, talk to him again and he'll teach you for free.

Heavy Mageweave Bandage can from Trama Doctor* after having a skill of 240.
Runecloth Bandage can from Trauma Doctor* after having a skill of 260.
Heavy Runecloth Bandage can from Trauma Doctor* after having a skill of 290.
* This is the Trama Doctor (Doctor Gustaf VanHowzen or Doctor Gregory Victor) from the Artisan Quest. You need to have at least the skill required to even see the option to train.

I'm alliance. The Triage is not a followup of anything. You can get it as soon as you reach 225 FA and propably level 40.
The q is not too easy but I've found a way. Try to stand in the middle of the room and cure the badly injured first and if there are none, do the injured ones. Ciritcals are rather rare (at least from my experience) so you don't really have to worry about them. They usually die quicker than you spot them and start healing.
Oh, standing in the middle helps a lot - you can reach almost all of the injured (not moving around the room). Left click on another when u start bandaging one - you'll have an instant target for next run.
It's good to have the bandage in your action bar under some easy key (like 1). It really makes the whole job faster.

First get Lvl 40.
Then go in Hammerfall talk to the Trauma Haed Doctor. He gives you a quest. Do that quest. Receive your First Aid Artisan(300).
At First Aid(240), go talk to him again he will teach you Heavy Mageweave Bandage.
At First Aid(260), go talk to him again he will teach you Runecloth Bandage.

All lvl requirements for the secondary skills have been lowerd from lvl 40 down to lvl 35, I learned expert first aid and cooking with lvl 35.

I have just done this about ten minutes or so before this post was made.
Allience:
I am lvl 35 with 225/300 First Aid
Doctor Gustaf Vanhowzen in Theramore allows the quest.
Then you need 240 for Heavy Mageweave Bandage.
Then you need 260 for Runecloth bandage.
Then you need 290 for Heavy Runecloth bandage.
You can use any of these bandages at lvl 35.
The restriction is not done on lvl,it is done on your First Aid Skill.
Heavy Mageweave Bandage requires 175 FirstAid to use one.
Runcloth Bandage requires 200 FirstAid to use one.
Heavy Runcloth Bandage requires 225 FirstAid to use one.

Furthermore, read the quest description, which TELLS YOU the order to heal.
1) Stand in the center of the room
2) Scroll camera in for FP view
3) Hotbar your triages immediately when you get them
4) Spin around and heal
5) Have your next patient selected while you're applying a triage
It's difficult to fail like this.

BEFORE go take on this easy quest (Triage) take these along, so you don't have to come back:
1) 70-80 Mageweave
2) 70-80 Runecloth
You can leave him @ skill lvl 300 if you bring these along.

Consult the Yellow posts above to get the location of your quest. You must be level 225/225 first aid and level 35 to even be considered for this quest.
The easiest way to beat this quest (If anyone has problems).
- Stand in the center. Doing this will allow you to reach all 6 pads without moving.
- Position your camera to where you can click on a 6 pads. Doing this will allow you to click on all soldiers without panning the camera.
- Put the bandage on the hotbar. Do this by dragging it from your inventory into one of your open hotbar slots.
- Heal as fast as you can. Click on the soldier and then click your triage bandage on the hotbar. While you are healing that soldier click on the next soldier to heal. Be ready to click the triage bandage hotkey right when you are finished healing the previous soldier.
- I found that I can heal x number of times before a soldier perishes. (estimated)
- 4-5x's for a injured bloke.
- 2-3x's for a badly injured bloke.
- 1-2x for a critically injured bloke.
I finished this on the 2nd try. The first time I had no idea what I was doing. (Didn't read.)

The quest is in Hammerfall, in the building across from the inn, up on the hill. There is a doctor in there. For the Horde side :)

How to get Heavy Mageweave Bandages (for Horde)
After you complete your quest in Hammerfell with the Doctor (which is posted all over these forums) you must then get your ability to create Heavy Mageweave Bandages from him. However; since he only gives you the ability to go above 250, and not the Heavy Mageweave Bandages (Straight away) the trick then is to start leveling your Mageweave Bandages while standing at him. You must level them up above 250, before he will then teach you "Heavy" Mageweave Bandages.
But, he will teach you "Heavy" Mageweave bandages once you level up your First Aid a bit. I'm not sure the exact number you have to reach but I stood there and made another bunch of Mageweave bandages before asking him to teach me "Heavy"..
So, this is the trick. You do get Heavy from him, but only after you level up past 250 a bit. I was about 270 when I finally asked him to teach me Heavy, and he taught me straight away.

Heavy Mageweave Bandage for Horde:
-Have level 225 First Aid, and bring 4 stacks of Mageweave with you.
-Talk to Doctor Gregory Victor (Trauma Surgeon) in Hammerfall which is in Arathi Highlands.
-To Save 15 Wounded Soldiers, stand in the middle of them all, put the Bandages on your toolbar so you can apply them quickly. (hint) target the next wounded soldier as your healing the current one to save time, also keep track of the order in which they spawn - they only live so long. saved 19/20 first try.
-after saving 15 soldiers minimum, talk to the Trauma Surgeon again to complete the quest, he AUTOMATICALLY raises your skill cap to 300.
-Make Mageweave bandages until you hit level.240 exactly, which is when they turn green.
-Talk to the Trauma Surgeon again, now he'll teach you HEAVY MAGEWEAVE BANDAGES !
I hope this clears up all confusion for doing this as Horde.

FWIW the Triage quest is no longer neccessary to get your Artisan you can train it directly from a trainer now. HOWEVER... the quest has decent xp for the level and couldn't be easier (yeah you might have to do the quest more than once to get it complete but come on... you just stand in one spot). So here's what I did and what I reccommend: Go ahead and train your artisan at the trainer... then when you are up to 240 skill... go to Theramore for your heavy mageweave... and while you are there do the Triage quest for the xp.

weird. i got 225/225 at lvl30. so i have to wait 5 lvels. luckily, i learnt heavysilk adn mageweave from books given by guildies.

When first aid reached 225 i just went and talked with Doctor VanHowzen in Theramore. He offered me the quest which I did. Did not have to go to if to get the quest.

I completed the First Aid quest and got a skill cap raise. However, the good surgeon in Theramore won't speak to me again.
Do I need to skill up to a certain level before he will train me in the higher bandages?

At level 225 skill go to Theramore (allaince only) and the trauma surgeon in the barracks will give you a quest. Do the quest and you will learn artisan. Then to learn heavy mageweave talk to him again at lvl 240 first aid.

I just did the quest at lvl 38. Took a few tries, but when i got the hang of it, i did not loose a one.
Now what does my skill have to be before he offers me the heavy mageweave book, or can i buy that somewhere?

The Doc will teach you how to make it once your skill is 240 in First Aid.
If you don't want to make two trips, take a stack and a bit of Mageweave with you.

Before doing the Triage quest, make sure you stock up on some Mageweave cloth, so you do not have to do multiple trips like I did.
When doing the Triage quest it goes without saying soldier healing priority is Critical>Badly>injured
Once you finish that quest he will give you artisan allowing you to go to 300,
At 240 he will teach you how to do Heavy Mage Weave Cloth.
