The graphic seems to be bugged; even if you take your belt/pants off, your toon's undies will poke through and look like a belt over the tabard. :P

The npc is located in a location Vashj'ir named Silver Tide Hollow. The name of the quartermaster is Provisioner Arok. Coords 48.42

If you're looking to acquire this tabard to not make the mistake of rushing straight to Provisioner Arok.

This tabard requires at least friendly reputation. Achieving friendly reputation though, is actually a quite simple task.
You go to Vashj'ir by obtaining Warchief's Command: Vashj'ir // Hero's Call: vashj'ir from the Quest Board in your capital city.
Once you are in Vashj'ir - invest one hour of questing and you will become friendly.
You will also get get Sea Legs, Abyssal Seahorse and you can ride straight to Provisioner Arok and obtain 大地之环战袍.
