If you're already hit capped through hit or spirit, I'd imagine it's pretty close to BiS for elemental shamans and boomkins also.

I'm curious, would this be a good cloak for pre-Heroic Holy Paladins? The next alternative is the 树妖斗篷 from the Guardians of Hyjal, which has spirit on it but also has Mastery, which is nearly worthless for Healadins. The combination of more Intellect and Haste/Crit (both solid secondary stats for Paly healers) seems to make this cloak a better choice.
