Viable alternatives in Cata's first raiding tier:
Prestor's Talisman of Machination
and
Essence of the Cyclone
. While this is still an excellent trinket for entry raiding, don't expect it to last quite as long as Greatness did in WotLK.

Picked up this trinket today and did some quick target dummy testing (enhancement shammy avg ilvl 344 32% mastery bonus)...
During 10 minutes on dummy:
41 procs, (37 hits 5500-8200 dmg, 4 crits 7500-10700 dmg)
Total proc damage 289.4k / 600 sec = 482 DPS
A few times it procced on several hits in close succession.
*EDIT* Regardless of the mechanic arguments below, I can tell you definitely there is either no ICD or it is extremely short...41 procs in 600 sec would be impossible with a 30-45 sec ICD not to mention that I have seen it proc on successive swings on many occasions... : /
Very limited data I know but just FYI for those thinking of taking the plunge.

Summary:
In trying to price these decks in response to another thread I did the following math based on my thousands of mills, results from three scribes who have spent about 200k total crafting cards, and WoWHead's data. On average completing one deck will cost over 20k; the best possible price, the very minimum from mats if you defied statistical odds and got the 8 cards you needed in a row, is about 15.2k. I would personally price these decks at 25k until herb prices fall by about 50%.
Details:
On my server (yes it of course varies server to server) Twilight Jasmine and Whiptail are consistently priced at about 10g each. The other lower quality Cata herbs go for at least 5-6g each and have
half the pigment/ink yield
as Whiptail and Twilight Jasmine. Volatile Life seems to vary but lately is usually right around 9-11g. By my math it takes about 8 stacks of Whiptail or Twilight Jasmine (trading the lower ink in for Inferno Ink in Dalaran) or 16 stacks of the other lower quality herbs (again, trading ink in to make Inferno Ink), plus 30 volatile life to make 1 random card. I get that 8/16 stack result assuming from my own personal data from several thousand mills that you get, on average, about 6 lower inks per 20 high quality herbs and about 1 Inferno ink per 20 high quality herbs (or, if you're using lower quality Cata herbs, 3 lower quality inks per 20 herbs and half an Inferno Ink). My data seems to match WoWHeads (see, e.g.,

).
So...
8 stacks of higher quality herbs = 10g each x 20 herbs per stack = 200/stack x 8 stacks = 1600g + (30 volatile life x10g each = 300g) so 1900g per card.
Similarly, 16 stacks of lower quality herbs = 5g x20 herbs per stack = 100g x 16 stacks = 1600g + (30 volatile life x10g each = 300g) so again, about 1900g per card.
It takes 8 cards, Ace through Eight of the same suit, to make 1 deck. That means that making 1 deck, even if you got all 8 cards you needed on the first 8 tries, would cost 15200g.
However, it's very very very unlikely that you would make 8 cards and get the 8 you needed. You're much more likely to get cards in other random suits, or even to get duplicates of what you already have in the suit of the deck you want.
Finally, even assuming that a given scribe can afford to invest, say, 60k to have a chance to make all 4 decks that scribe is unlikely to actually make 4 decks. He or she is more likely to instead complete a deck or two and have a host of duplicates. My friend has spend 70k using the same numbers I quoted above as the max price he'd pay for herbs and has only completed 1 deck - he has double, triples, even quadruples of many other cards. I know a second scribe that has spent 90k and completed 3 decks (but not the main one he wanted yet) and is 3 cards away from completing the deck he was trying to make and has several duplicates and triplicates of other deck cards (but still several cards away from making any more decks yet). So in other words, every Scribe making decks to use or sell takes a large risk that he or she won't finish the deck needed for a long time, requiring substantial additional investment (e.g. an additional 10-30k).
For me, the moral of this story is that since it costs at a minimum 15.2k worth of mats to make a deck, and it takes a very long time to make a deck since 15.2k worth of Inscription crafting mats don't usually appear in your hands overnight, 20k is the minimum price I expect these to go for. Scribes have to invest too much time, resources, and absorb too much risk for 20k to be the normal price. I think 25k-30k is more likely. But, that's a lot of gold. So even if they are worth 30k they could well end up at 25k just based on the fact that 30k is a pretty huge amount of gold for most players.

I did some preliminary testing today on Darkmoon Card: Hurricane, and found some interesting results. Test results were from a period of 5 minutes (multiple tests were done).
-With no gear and autoswings, proc rate was about once per minute (~5 procs / 300 seconds)
-With normal 2H DPS gear (main hand hit capped), proc rate was about twice per minute (~10 procs / 300 seconds)
-With normal 2H DPS gear (main hand hit capped) and a normal Arms rotation, proc rate went up to roughly 2.8 times per minute (~14 procs / 300 seconds)
-With normal TG DPS gear (main hand hit capped) and a normal Fury rotation, proc rate increased to roughly 4 times per minute (~20 procs / 300 seconds)
Right now, there seems to be no internal cooldown on the trinket. I even witnessed a double proc. Given that it also provides a passive 621+ AP, it seems like it's going to be good for Arms, even better for Fury. It seems to scale with hit and possibly even scale with haste, which is very interesting.

Got this on my Feral Druid and i got to say, its not that good for us. The Agility makes it better than most heroic trinkets, but the proccrate is pretty low. It will most likely end up around 1-1,5% of total dmg on Bosses.
But i would not be surprised if Blizzard does something about the procc soon. But till then, i would only recommend it to Ferals without a Raid and only if they can get it cheap.

Enhance Shaman - Just completed H HOO using the trinket for the first time. Overall it did exactly 5.0% of my dps. On bosses it was between 3.8 - 6.2% of my damage. I have 17.20 Mastery which is 42% increase in nature damage which this trinket is.
Avg Non Crit - 7425 Max Non Crit - 9631
Avg Crit - 11229 Max Crit - 13956

Thanks to this trinket launching in its final 4.2 state (cannot crit, does not benefit from Enhancement mastery) it is slightly worse than
Fluid Death
or
Left Eye of Rahj
. Still not a bad option if you're having a bad time getting the Eye to drop given how contested it is but will be replaced in raid for sure.
First off, I am a big fan of this trinket. It's (relatively) easy to obtain, better than almost anything else you'll find pre-raid, and more fun than most other trinkets (subjective, I guess).
There's the 321 agility. No strings, no conditions. I doubt you'll be complaining about that.
Then there's the proc, labelled as
Lightning Strike
in the combat log. The mechanics of this proc are similar to a much, much more powerful
Avalanche Enchant
, dealing 7000 base damage. Unlike most trinkets with procs, this proc has no internal cooldown. It can proc twice within a second off two different hits. The PPM is reportedly 1 PPM, giving this about a 4.3% chance per hit of a proc (assuming 2.6 weapons, the standard speed for enhancement shamans).
The proc is of course affected by
Enhanced Elements
, the Enhancement mastery.
As of patch 4.2, the proc is no longer affected by the Enhancement or Survival masteries or any other buffs increasing damage on the character.
This can and will proc off White attacks, Windfury hits, both hits of Stormstrike, Lava Lash, and Unleash Wind (both hits if you're using dual Windfury, but why would you do that?). It will not proc off any spells or Unleash Flame.
The proc itself can crit and miss using the spell hit table
. I have yet to see a resist, but they likely can happen if you run into a nature-resistant enemy. Crits will not proc Flurry or Elemental Devastation.
The proc is considered a melee spell, like Lightning Shield, and now
crits and
hits using the melee hit table. This is a slight buff for enhancement and a bigger buff for classes that do not cap spell hit. The proc is no longer able to crit as of patch 4.2.

After extensive testing. I have come to a few conclusions.
The Proc off the Darkmoon card: Hurricane is as follows.
A Flat 5% Proc chance on ANY melee attack.
This exclude Dots, flametounge procs. But DOES include windfury extra attacks (Strange as this is Nature dmg)
The 5% chance is regardless of Weapon speed. I got a 5% proc chance with a 2.6 Season 9 Weapon. I got the exact same proc percentage with Sorrows End, a 2 handed weapon.
There is NO internal Cooldown on the proc, and as such, you can use both of them, The STR one and the Agility one.
This will incress the proc chance to 10% (5% from each one) Tested, and confirmed, as I currently have both.
Enhancement shaman with 40% Mastery proced as follows.
Lightning Strike:
Hit - Min: 5446 - Average: 6949 - Max: 8486
Crit - Min: 9042 - Average: 9605 - Max: 10276
So as it appears, the proc on this is extreamly random in dmg, but scales with mastery well. I hope you find my information useful.

This "nature damage" is missable because physical dps are not hit capped for spells.

Hunter Testing:
5100 Autoshots on the dummy:
Confirm no internal cooldown, in the whole test set I had the trinket proc 2 in a row 5 times.
Overall the trinket procced 143 times from 5100 shots, or a proc chance of 2.8%.
Taking the results of the procs and plotting them vs a simulated distribution the best fit is for a proc chance of 3%.

This trinket is at best unreliable for a survival hunter due to the proc working off of spell hit cap. I've noticed my overall dps falling behind significantly since obtaining it, and my raid boss dps varrying from great to sub par.
Not a fan of it. I'd recommend Fluid Death and Essence of the Cyclone over this.

Blizzard, why do you make trinkets for physical dps classes have a proc based on spell hit? I have this thing and it misses far too often. I would hope that they hotfix this to go off of regular hit so it is good for all agi based classes.

I am unsure what to think about this trinket, I have been using it as an SV hunter for a few weeks now, and I have only ever seen it miss once. I would say on avg it hits 10-12 times in 5 minutes for 70-80k or so which accounts for 1.5-2% of my total dps. It would be nice if it was based on a physical hit table, and if it procced off our sting and ES, sure. But, when i replaced it with unsolvable riddle, it was a clear dps loss. (My other trinket is fluid death btw). female dwarf seems to show that it is currently an upgrade over prestors and essence of the cyclone for me, I thought that perhaps FD was modeling the trinket incorrectly, but for a 5 minute fight it accounts for about the same amount of damage and percent of dps that it does on the training dummy. I am just not sure. I would apreciate any input from any other hunter that has tested this. thank you

I find it confusing, does this trinket get 'nerfed' every week?
Equip:
Chance to strike your enemies for 3750 to 6250 Nature damage when dealing damage with melee or ranged attacks.
Today my trinket says 5782 dam, 2 days ago it said 59xx(forget exact) last week it was well over 6K. It has never stated a 'from xxxxdamage to xxxxdamage'.
I find it hard to believe that based on buffs, this trinket's dam would change,
in the tooltip
, so something odd is going on.
Ofc, using it on my hunter, but with this minor bug of not being spellhit capped, its not your best choice, Blizz' will prob fix this soon enough.
2X trinket of agi proc (340X380) might be best trinket combos for hunters, atleast until heroics drops you better.

From a rogue point of view, this trinket can be compared to other options via ShadowCraft (

For a 346+ geared assassination rogue, this trinket performs on par or slightly better as compared with the two best 346 options:
Tia's Grace
and
Key to the Endless Chamber
.
For a combat rogue, the static EP values listed from Elitist Jerks puts the Card ahead of both Tia's and the Key.
However, don't go by the static EP values alone, try ShadowCraft out with different gearsets and see how the DPS compares.

The proc has changed on the ptr from a spell attack to a melee attack that does spell damage .Need some more testing to see how exacty it works .I am making this post only because darmkoon is coming on 2 days and because we don't know yet how exactly the change it will affect the trinket i suggest you should wait to have more data before you buy it.

Note: If you're searching the Auction house as a Moonkin in Solar Eclipse, be prepared to notice very, very big numbers in the tooltip of this item. Between Moonfury, Moonkin Form, and 30% mastery, the tooltip reads over 11k.

Simply right clicked one 1 of the cards and i made hurricane deck and handed it in to the quest guy

It did 9.5% of my total damage in 1020 shots .. No special abilities used ..... Total procs are 43+12 = 55 procs
This is really a good result,
Since people said it misses on boss dummies i did not find any miss
So i prefer this item for the following uses:
Item level Boost and guild progress boost.
And prefer it over all Heroics and it fits well with Fluid of death until you get endgame trinkets

Something must have changed in 4.0.6, because simulations and gear ranking sites value this trinket even over the Essence of the Cyclone now, which was theoretically ~100-150dps better before (now it seems ~50dps worse).

In my opinion, Key to the Endless Chamber (Heroic) will take over as pre-raid BiS trinkets for a Hunter/Rogue/Shaman, along with Fluid Death. The two trinkets together take care of a LARGE section of the required hit cap, along with have a combined proc of over 2000 extra agility.

Okay so I've seen alot of talk about proc chance and crit and how much damage it does, well that's all fine and good, but I hae one question that come to mind. While running Heroic Grim Batol on my shammy(resto) last nite i noticed that my hex target kept getting broken out of his cc. I noticed the rogue in our party had this trinket and I couldn't help but think, "Does the proc hit multiple targets or just one?" The proc description does not state that it hits your target or enemy taking your damage i hit by the proc but it says, "Chance to strike your
ENEMIES
...", and than it say when dealing melee or ranged damage. So does this proc hit more than on target or hit a target at random within a certain distance from the equipped player?

Did some testing of my own...
After about 10 minutes of auto attacking with Windfury and Flametounge enchants on my weapons Lightning Strike got to about 12% of over all dps with 5391-8801 normal hits and 10999-17212 crits. I have 14.71 mastery.
It procked 63 times 14 of those were crits.
I would highly recommend this to Enhancement shamans it is a cheap trinket (4.5k G) that will most probably last until
Heroic raids.

this thing just doesnt proc as much as i thought it would... im really disappointed.. i thought it would proc as much as darkmoon card death did.. =\ im not upset over the gold i spent getting it, its just gold. im more upset over the fact that it doesnt proc that much.... im a rogue btw and all i do is pvp

The proc doesn't hit multiple targets. Only 1 random target is hit each time.
At least for feral I can confirm this. Maybe there's an exception with
Multi-Shot
or some other spell. If anyone is curious then test it and report what happened.
Also the effect here on wowhead still shows the old, now outdated data.
Patch 4.2:
Darkmoon Card: Hurricane damage done when triggered has been increased by 40%, however, it can no longer deal critical strikes and no longer receives any modifiers to its damage from the equipping player.
The new damage value is 7000 nature damage.

site for hunters still show this trinket is best in slot for hunters, or at least survival spec hunters... not sure about marks or bm spec.
I was curious with the changes to it how it would hold up.
And while the trinket no longer scales like it used to with mastery it does seem the changes were in some way a buff, I guess it just depends on a couple things... class/spec/gear.
Some notes on this trinket compared to others:
Heroic Tia's Grace = 116 dps lose
Ricket's Magnetic Fireball = 21 dps lose
Ancient Petrified Seed = 73 dps lose
Unsolvable Riddle = 229 dps lose
Quicksilver Alchemist Stone = 120 dps lose
Essence of the Cyclone = 45 dps lose
Prestor's Talisman of Machination = 103 dps lose
The Hungerer = 43 dps gain

I was comparing this trinket to the Tier 12 2 set bonus for hunters.
did 100 Cobra Shots in order to get an OK result
ended up with
Ability Name + Count:
1 Cobra Shot 100
2 Auto Shot 82
3 Lightning Strike 14
4 Flaming Arrow 7
5 Flintlocke's Woodchucker 4
So what my suggestion is.
as hunter, buy the trinket b4 getting the 2 set bonus, procs more often, and deal more damage.
