First of all this piece of gear is not great. It adds a particularly low amount of spirit that even heroic blues beat, coupled with crit and not haste, and then a yellow socket to boot. This piece of gear is better 暗炉缚光长袍 even though it's a bit rare.

Man, what is up with the +crit set bonuses? And the +4 set w/penance? It's obvious Blizzard didn't take Holy into account when they were designing these things -_-.

At least the +spi to Chakra bonus is nice, so there's that anyway. Somehow that doesn't make me feel any better though. . .

I agree with the above posters, this piece along with the head are poorly itemized. Shadowforge's Lightbound Smock seems a better choice if you can find it on the AH. Hexing Robes are about as good even though the ilvl is lower.
