Based on the name of the belt and the fact that this is heroic only and there is no normal version of it I will say this will most likely be a drop from Sinestra who is a heroic-only boss in Bastion of Twilight who you can fight after defeating Cho'gall.

She is considered to be the "Algalon" of this raid tier.

It has very good stats for feral bears , mastery which give you higher absorption and crit which give you chance to proc savage defense , very nice statistics for feral tanks.
