This will, as the original PTR name states, be one of the new Ulduar neck pieces. It is available through purchase at a PTR price of 16 .

Compared to other tanking necklace available:

- This neck is identical to the one that drops from Ulduar Thrash (Titanstone Pendant) with hit on this one and expertise on the other. This neck may be slightly superior for a Paladin, while warriors may prefer the expertise. (I don't know anything about droods or DKs)

- This neck has a greater amount of defense rating, and the 43 dodge rating on this one may be superior to the 34 Parry and 28 Block on the 25 men EoE quest reward. There is a loss of +- 18 stam depending on which gems you choose to socket on the EoE neck. So this neck is superior to the EoE if you are not defense capped or block capped for paladins. The hit rating on this one should be enough to compensate for the loss of 21 str threat wise.

- For boss tanking this is simply superior to the Necklace of Unerring Mattle from Kolo 25.

- I'll leave the comparaison to Boundless Ambition and the Kolo 10 necklace up to people who are more familiar with the effectiveness of extra armor vs avoidance in a boss fight.

I got a prot pally who is well along with dodge. I got about 22%. I have the Conquest badge neck, the Shard of the Crystal Forest. I was wondering if putting a Subtle Cardinal Ruby in this neck would make up for the dodge as well as giving me the stats this one has? I'm also 7 points over the def cap, so I have def to burn off.

Are you kidding? This is the first thing I am getting when I get 19 Emblems as a new tank. Cheap,
no other viable alternatives until bigger raids. 40+ defense and hit allow a lot of mixing and matching
as you get other gear to help keep both defense and hit cap intact. It appears that a lot of the Triumph
gear, as well as normal ToC, is lacking in hit. This will help.

For any plate wearer looking to build a tank set, this is a wonderful way to spend some of those excess badges.

Realistically speaking, Shard of the Crystal Forest should take you all the way up to ToC10 or higher.

If you're looking to upgrade from this, I suggest the following:

From ToC10(N): Lord Jaraxxus drops Endurance of the Infernal (A) / Fortitude of the Infernal (H). Taking one of these will be a net loss in hit (which in itself is mitigated by the fact that there is a larger amount of hit rating on higher level items, so you will need hit rating on less pieces) but a very significant boost in avoidance and threat if you are not already soft expertise capped.
Beyond ToC, from ICC10(N): Lord Marrowgar drops: Marrowgar's Scratching Choker with its lovely blue socket.

Just a correction I need to add: as of patch 4.0.1 this neck costs 405 Justice Points instead the 243 listed on description.

I checked on both alliance friendly Npcs in Dalaran.
