This is an interesting glyph. As a rogue looking more to increase the raid's DPS than my own (and with the knowledge that I have a competent MT), I use ToTT all the time on DPS DK's, other rogues, and fury warriors for the increase in damage.
Right now, it's a 15% increase for 6 seconds every 30 seconds. That's an overall 3% increase in all damage. If that's a 3k DPS DK doing that damage, that's an overall 90 dps increase.
Now, this glyph, you increase the damage done to 25%. Using the same scenario before, it's a 5% increase in all damage, and increases someone doing a modest 3k DPS to 3150 DPS.
This seems like a relatively good glyph, giving a 2% increase in someone's overall raid damage. However, let's look at the major glyphs that you could use instead in 3.1.
If you're a Mut rogue, there's no way you will use this. Even though Glyph of Mutilate is a waste, you still will have Glyph of Hunger for Blood, Glyph of Envenom, and probably Glyph of Rupture. Besides, mut rogues have enough timers to look at as it is.
If you're a combat rogue, you'll be using Glyph of Slice n' Dice and Glyph of Rupture, and Glyph of Sinister Strike (if you're sword or fist). If you're a combat dagger rogue, you could use Glyph of Backstab, but that depends on what exactly you're raiding. If your bosses are able to be incapacitated, then go for it. Otherwise, you will probably go for either Glyph of Adrenaline Rush or Killing Spree, both of which are much better in 3.1. However, without the sinister strike combo point adding as a combat dagger rogue, you may opt for both of these and leave Rupture out to dry seeing as how by the time you backstab five times your 3 combo point SnD will probably be almost out anyway. I'm a combat dagger rogue right now, so I would actually probably use SnD, Adrenaline Rush, and ToTT. However, I'll probably be going combat fists, in which case I'll be doing IP MH DP OH, and using Glyph of Adrenaline Rush, Sinister Strike, and Slice 'n Dice.
HaT rogues are going to be using Glyph of Evis, Rupture, and Envenom with double wound, I bet. In PTR right now it's doing massive damage, I hope they fix HaT.
I wish we had a fourth major glyph spot. This is a great glyph that will go unused. Although the 2% overall damage increase to a single target is nice, our own damage increase would suffer more than that if we don't have the better glyphs instead.

This is also an incredibly useful Glyph for Arenas.
+25% damage for your Mage buddy’s Shatter Combo or any other bursty DPS partner is nothing to sneeze at, it may even be slightly overpowered.

In 3.1.2 this glyph will no longer add to the damage done, it instead will extend the damage buff by an additional 4 seconds. This making it a lackluster glyph compared to the others.

What the change does is make this slightly less viable for bursty arena teams, but it remains fantastic for PVE.
The extra 4 seconds means that if you and a buddy rogue tricks each other on every cooldown, you will each receive a net 5% damage increase. Yes, it was the same before the change, but is far from lackluster.

It still makes sure that a shadowpriests swd will give 10% less damage with the glyph change in a pve situation.

if this reduced the CD of your tricks of the trade then yes, it would be important for T1; but, seeing as though you will be using TOTT anyway and rupture is dead, grab this.

In Mists of Pandaria Glyph of Tricks of the Trade has been modified.
OLD: Removes the Energy cost of your Tricks of the Trade ability but reduces the recipient's damage bonus by 5%.
NEW: Your Tricks of the Trade ability no longer costs Energy, but also no longer increases the damage dealt by the target.
