I am guessing that the mystery item is going to be something that is obtained through high lvl content, like Sun motes or Heart of Darkness. This should help slow down the amount of people obtaining lvl 226 items without any effort other than just buying everything.

The Stam seems low, but don't forget you can have up to 3 sockets in this belt, allowing for 3 stam gems. Without the eternal buckle, you're still looking at 48 stam, if you choose to skip the bonus, which would need to be 12 stam to make up the loss, so many will skip the bonus if they aren't JCers.

The actual item stats for this belt, Dodge and Parry, are different than the stats it says on the plans, Dodge and Hit. (Enough with the parry, give me the hit please.)

Your only partially right, as a tank myself I have to agree with what Keyindqc posted. Hard hitting bosses I'd almost rather have a large health pool than constantly avoid all hits coming at me.

Keyindqc used Patchwork as an example but I'll use some of the newer bosses from Ulduar in mine.

Take Deconstructor for example. On my Paladin running with 32k health and ~67% avoidance, and ~61% Physical Mitigation w/o Devo(all unbuffed), he hits me for 15-20k in melee, thats half my health easy. If I could with my gear I would definitely go for a larger health pool no questions asked even if it did drop my avoidance 10%.

Last night the plans for this one dropped from the Iron Council. Too bad there was another BS around and he rolled 99 :((.
Coming back on the subject, it seems like the best pure avoidance belt I've seen so far. It is an upgraded version of the heroic https://www.wowhead.com/cata/item=40689. Even though the sta on it seems low, if you just socket the blue slot you will have 127 sta and a red socket to fill. More then https://www.wowhead.com/cata/item=45825, the other avoidance belt available atm, also more str (for block and threat). The Shieldwarder Girdle has a bit more dodge and a lot of hit rating. Depending on what you need, you can pick any of the 2. To me, as a pala tank hit rating is important, but depending on the gear available you might not need hit on the belt. Regarding the socket bonus, I would try to get it 100%. Use https://www.wowhead.com/cata/item=40031 and you will only loose 3 sta compared to a +24sta gem and get +8 dodge, which is better imo. I love to see "dodge" "dodge" "parry" on my screen, rather then take/block the hits and pray for a heal. If you're tanking ordinary trash, block might do it, but if the hits get harder (and in Ulduar they do), any tank will want more dodge/parry (I know parry is inferior to dodge, but still better then nothing).

Edit : regarding the AH, it might take a while till they get on AH, depending on the number of guilds raiding Ulduar constantly on your server. I was trying to buy the orbs (and you need 6 of them) off AH last night to have one crafted for me and couldn't find any.

Expect this item to get buffed. The Shieldwarder Girdle is quite close to this item in quality, currently. Yes, I'm aware that this belt has more avoidance, and more strength; however, strength is not nearly as valuable as hit is for threat, and adds very little to shield block value, which is also minimally important. Basically, unless this item gets a significant stat boost, I'd reserve my purchase.

When I'll get this I'll gem it with exp+stam and not dodge+stam gem (on red slot), Ulduar 25 doesn't have a single plate tanking item with expertise - apart from the t8.5 warrior shoulders. There is 1 ring, 1 neck and 1 cloak with expertise, but they might not be the best choises for eh otherwise.
Ulduar gear does have loads of hit, though, which this item luckily doesn't have.

Strength is generally the best threat stat, at least for warriors and paladins. I would be surprised if it isn't for DK:s too.

For both warriors and death knights, strength is the worst threat stat between strength/hit/expertise until you are both expertise and hit capped. Expertise > Hit > Strength for threat.

Strength is much more important for threat with a Paladin because many of their abilities gain in holy damage from both AP (strength) and SP, and since Paladin tanks no longer have SP on their gear, they get a talent to gain it as a percentage of their strength, and they have more than one tanking ability that cannot be dodged or parried. Even then, expertise is tops (until the soft cap) for TPS for paladin tanks now that Shield of Righteousness is considered a melee attack and can be dodged/parried. Prior to the change to ShoR, strength was the top threat stat for paladin tanks.

Yes strength is important for threat for all plate tanks, but it's not as important as expertise to the soft cap is for any of them. Once the soft cap for expertise is reached (82 expertise rating/26 expertise skill) is where things change. Things also can change in multi-mob AoE tanking situations such as trash pulls.
