althought i cannot help but remain shocked from how good this neck is, i'd sure like blizz to drop their stupid habit of giving str stat only for tanking necks. as a retri pala for example i would benefit much more from pure str than from AP because of Divine Str talent and Bless of Kings. ow well....

I thought I'd clarify how to get your hands on this item:

1. Kill Sapphiron in Naxxramas Heroic. He will drop Heroic Key to the Focusing Iris. Everyone in the raid can roll on this. Only one person gets it.

2. Clicking on it starts a quest, Heroic Key to the Focusing Iris, which requires you to speak to Alexstrasza the Life-Binder, who is on top of the Wyrmest Temple in the Dragonblight.

3. You will then be able to pick up a quest from her buddy, Krasus, called Heroic Judgment at the Eye of Eternity

4. You will then need to go and kill Malygos in Heroic Eye of Eternity. He will drop a quest item, Heart of Magic, which can be looted by anyone who is on this quest.

5. Go back to Krasus in the Dragonblight and turn in the quest and loot your new super imba neck!

On a sidenote according to the new version of Cheeky's hunter dps spreadsheet this is the best neck you can equip at the moment.

As a combat rogue with 374 hit this necklace qualifies as a solid upgrade from my gear ( I have Fool's Trial which is still really good ), according to Vulajin's spreadsheet from EJ. Also consider the pvp potential with this.
