On the flip side, Glyph of Frost Nova is an obligatory glyph, as it allows you to use an ice lance against a frozen target, followed by a frostbolt + ice lance shatter combo. That's 3500-4000 extra damage. It also helps prevent the Frost Nova from breaking if a teammate is on the target as well, before your frostbolt + ice lance can land. It's not on cast that determines whether the target is frozen, but on spell finish. That means if the ice lance leaves your hand and the target is frozen, but becomes unfrozen as the ice lance is in mid-air, it will still hit for triple damage. But because frostbolt has a cast time, without the glyph, it's subject to break early before your cast even finishes.

Noone should ever take Glyph of Frost Nova in PvP. It is terrible. PvP glyphs are:

Glyph of Ice Barrier - this glyph makes Ice Barrier absorb ~1500 more with 2000 SP. It is lifesaver.
Glyph of Mana Gem - mage has only 1 problem- mana, that's why lots of top arena mages are still wearing 2 T7.5 items and this gem.
Glyph of Evocation - just too awesome not-to take. 60% mana and HP back every 4 mins. Yes you want it.

To clear up any confusion which may arise from reading the comments, I'd like to point out that this glyph changed name and function in patch 4.0.1 (Cataclysm).

Here is the previous version:

Glyph of Remove Curse
Major Glyph
Classes: Mage
Requires Level 18
Item Level 23
Effect: Your Remove Curse spell also makes the target immune to all curses for 4 sec.

Apparently, the immunity from Glyph of Remove Curse lasted only 1 second prior to patch 3.0.3.

Here is the new 4.0.1 version, in case it changes again:

Glyph of Cone of Cold
Prime Glyph
Classes: Mage
Requires Level 25
Item Level 25
Effect: Increases the damage of your Cone of Cold spell by 25%.

OLD: Glyph of Cone of Cold - Increases the damage of your Cone of Cold spell by 25%.
NEW: Glyph of Ice Veins - Your Icy Veins causes your Frostbolt, Frostfire Bolt, Ice Lance, and your Water Elemental's Waterbolt spells spells to split into 3 smaller bolts that each do 160% damage, instead of increasing spell casting speed.(Build 15913)
