I would like to note that you
CANNOT stack several glyphs of the same type to increase the effect.
Upon attempting to inscribe a duplicate Glyph at the Lexicon of Power you recieve the message:
"That Glyph is already inscribed in your spellbook."

This is a very nice glyph for grinding when specced into shields / static shock. I've been extremely surprised by the amount of my damage that LS is responsible for with it (~20%, 2nd only to white damage), doing an average of 870 dmg per ball (1084 max). This is a sample taken from lvl 71-73 questing, with T5 & T6 equiv gear.

9 lightning shield procs with 20% more damage all hitting at once sounds nice.

When you use your Primal Strike, Stormstrike, or Lava Lash abilities while having Lightning Shield active, you have a 45% chance to deal damage equal to a Lightning Shield orb without consuming a charge.
When you use either of the 3 above abilities, you have a 45% to deal damage without discharging ball.
Static Shock does not prevent discharge of ball when you get it. It only prevents discharge, at a 45% CHANCE, if you use either of the 3 above abilities.
im not entirely sure about this, but the wording of the spell itself seems to indicate you have a 45% chance to deal damage with lightning shield when you use one of the 3 abilities , and if that 45% chance were to proc and do damage, then a ball would NOT be consumed. NOT that you have a 45% chance to have your lightning shield not consume a ball when you use one of the 3 spells. however, this requires the shield to be active, something that you cannot always guarantee in pvp when ur getting pummuled. Therefore, the utility of this glyph would be to guarantee that as long as you refresh the shield at the end of its duration, you will never have to worry about using a GCD (i think lightning shield is on the GCD?) to recast the shield to have the benefit of Static Shock take affect. So basically in pvp, if you want any benefit from static shock without casting lightning shield every 30 seconds, get this glyph.
I havn't played my shaman in 4.0.1, and hes only level 60, so if someone with far more expertise disagrees with what I just said, feel free to correct me. The previous comment just didnt make sense to me so I thought I'd attempt to clarify.

Stupid tooltips -_-
Just tested this in a friendly duel outside Org:
Without glyph, getting wanded once dropped my LS charges from 3 to 2, enemy took LS damage.
WITH glyph, getting wanded forever kept shield charges at 2, enemy still took occasional LS damage.
Tooltip SHOULD read:
"Your Lightning Shield no longer loses charges when triggered from receiving damage."
This is certainly a useful glyph, a top pick for enhancement (probably elemental also) for sure, as you will never need to use any more than one GCD per 10 minutes to keep LS up, even in fights with constant AOE dmg.

this glyph is unbelievably good for Ele too, although earthshock may not consume all but it will still drop from any dmg done to u.
as an Ele shaman u do not want to this to drop at all from adds or raid dmg, not even at 2 as u need to stack to 9 and get a 13+k Earthshock!
also if this lightning sheild proc GCD then it saves u avoiding when casting.
not necessarily a must, but it makes u wanna keep it at all times heh.

I don't think anyone has commented on the PvP viability of this glyph yet. This glyph was designed for PvP, not PvE, since you rarely get hit enough for you to lose your charges in raids (at least not often enough to take this glyph over the other options).
I think it's great for PvP Elemental for a couple reasons. First it saves you a global cooldown every time your shield would have fallen off, which is a lot especially when fighting melee or multiple players. More damage is more pressure, and it's even better when that damage happens by itself.
Second it does even more damage via earth shock. Granted it's worthless once you get 4 or more charges, but it really shines when you only have 3, such as at the beginning of an arena match or after resing in a BG. For example without the glyph, a hunter hits you, you go down to 2 charges, you use a chain lightning and gain a 3rd charge, you use earth shock to slow his auto attack and only do normal damage. With the glyph the hunter hits you, you stay at 3 charges, you use chain lighting and gain a 4th charge, you use earth shock to slow his auto attack and do an extra charge worth of damage.
I'm still having trouble deciding whether I would rather use this glyph, thunder, or hex, since they're all very useful, but I think this will be a commonly used glyph in cata PvP specs.

Ok, actually, that's still wrong. If there were an endless amount of lightning balls,
Earth Shock
would be king. It will end up going more along these lines:
The caster is surrounded by 3 balls of lightning. When a spell, melee or ranged attack hits the caster, the attacker will be struck for 350 Nature damage. This expends one lightning ball if more then three lightning balls are active. Only one ball will fire every few seconds. Lasts 10 min. Only one Elemental Shield can be active on the Shaman at any one time.
Now, for an Elemental Shaman, this glyph is awesome in a sense that you will never have to refresh your Lightning Shield during combat, similar to the Righteous Aura, but stronger. Reason being, whenever
Lightning Bolt/Chain Lightning
is cast and a shield charge is added, the duration is automatically refreshed. No GCD needed.
Of course, I'm not sure about raids, but in the soloing scene this glyph is a top choice.

I don't know if this is intentional, but despite the Lightning Shield tooltip implying that you need to expend a lightning ball to use the defensive attack, this glyph does not inhibit Lightning Shield's natural function. It just means that it no longer uses a charge of Lightning Shield. I've been watching the Combat Log of my character and I have seen Lightning Shield charges go off despite not having Stormstrike'd or Lava Lashed.
Basically, yay free stuff.

LS NEVER drop below 3 charges. EVER.
LS will still do damage.

Question: Why doesn't your PvP build have Earthquake?
I'm pretty sure 31 points are required in any single tree to branch to other trees, at least as of 4.06. Perhaps that was a change, since I wasn't here for 4.03. At any rate, I'm sure you'll be including Earthquake as of 4.1, since it'll be a cast rather than channeled spell.
He/she has 32 points in the tree, so it's more than enough to branch out to other trees.
EDIT: Since the revamp, the comments have been acting funky, i haven't even said this

In Mists of Pandaria this glyph has changed.
OLD: Glyph of Lightning Shield
Your Lightning Shield can no longer drop below 3 charges from dealing damage to attackers.
NEW: Glyph of the Lakestrider
You automatically gain Water Walking while you are in Ghost Wolf form.
