This Item drops from Kel'Thuzad in 10man Naxxramas. Certainly a contender for current best-in-slot status for priests, along with Plague Igniter from 25man Grobbulus or Fading Glow from 25man Loatheb--depending on your spec and your preferences.

Staff Of Restraint + Wand of the Archlich = WiN for Holy Priests.

Also might soon be usefull for double spec if u plan to be holy/shadow priest in the upcoming patch, in the same combination

Arguably one of the best wands for all casters, not just Priests ("spirit = healer item" is old garbage, move on).

0.61% Haste increase is pure win, and the only wand outside of PvP and 25Man raids that has 37 spell power. (edit: pre-Ulduar)

This is especially good for any warlock geared enough to be killing Kel'thuzad, as the 24 spirit means the wand has 45 spell damage for them. Haste being the biggest dps booster at this gear level for warlocks, you really can't ask for a better wand for that class.
