Decent place to farm as low level alliance: Gol'Bolar Quarry in SE Dun Morogh.

Coords around 70,60

All around the rim of the trogg-infested valley (lvls 8-9, except in the cave where they are 10), 4 or 5 Earthroots continually spawn, maybe every 5-10 minutes. I got a stack plus some in the time it took to do the two easy quests that are there...

Earthroot (Herb)

Has a very thick skin when picked, and often requires boiling or otherwise softening.
The skin protects the soft, slightly bitter flesh beneath.
Furbolgs commonly burn dried Earthroot to induce visions.
Commonly found growing in rocks and on slopes.

* ADVICE *
Try to keep your balance while harvesting Earthroot as it is difficult to pull out.

In WoW Beta, Earthroot was called "Snakeroot." The in-game model does look somewhat like a nest of snakes...

The name was changed shortly before launch, possibly because a name like "Snakeroot" would mislead players into thinking it'd be used in poisons rather than restorative/buffing potions.

I needed some earthroot today with my Tauren Druid and I was in Thunder Bluff. So I decided to fly around the outskirts in Mulgore. This is what I got in 9 minutes:
Earthroot x31
Silverleaf x29
Peacebloom x16
With the 280% flight speed this was :)

You can find this stuff basically where "earth" is, i.e. hillsides, rocks, and near caves. happy hunting!

The best spot to farm up a ton of Earthroot is aroung the Gul'Baquar(spelled wrong probably) in Dun Morough. I got about 80 in an hour. This is only really great for alliance, horde get Silverleaf in Silverpine Forest.

A good place for horde to find Earthroot is in Mulgore. It's covered in it.

Follow the river on The Barrens side, from Orgi. to Ratchet, it is a great place to find them.
Near the hills and mountains.

Earthroot can be found in Azuremyst Isle, The Barrens, Elwynn Forest, Eversong Woods, Teldrassil, and Tirisfal Glades.
