Maybe this is a stupid question but why are there NPC'S listed on the drops list?

I guess some people would call it a rare spawn at the listed npc, I just say sometimes they have it and sometimes not,,

My guess is that it dropped from npcs in early or beta servers. Other faction guards give nothing, neither loot nor xp

u can have it by disenchanting lv 30-40 green or blue items. it costs around 50s in AH for each.

If you have targeted an NPC and disenchant something, thottbot will think that NPC drops it.

anybody know why the lifeless stone will not disenchant to lesser mystic essence

It is Vendor Trash. Don't be fooled into buying it. No 'gray' item is anything other than Vendor Trash.
