The way Rapture and PW:S function in MoP is different than in Cataclysm mostly because of the way mana is used and regenerated.

On live, Rapture grants mana equal to a percentage of the priests Maximum mana, meaning its regenerative effect scales with Intellect, and returns far more mana than the PW:S costs. Because of their regeneration coming from max-mana regen abilites like Rapture Inter Alia, Discpline Priests with good gear are relatively free to use PW:S liberally. Although PW:S costs a fairly high amount of mana, Rapture in addition to effects like Repleneshiment and Shadow Fiend are so strong that Disc Priests can spam PW:S for a limited period of time and essentially obviate certain boss mechanics.

In MoP, PW:S will be much more costly and Disc Priests will not have nearly the same regeneration from Rapture because it will no longer scale with intellect and will instead scale with spirit. Instead of returning more mana than it costs (as it does now), Rapture will merely allow you to cast one very efficient PW:S every 12 seconds and any other PW:S cast within that 12-second cooldown is very inefficient.

Essentially, if you were to use PW:S only once every 12 seconds and it procs Rapture every 12 seconds then the Heals-per-mana (HPM) and Heals-per-second of PW:S would both equivalent to casting Penance on cooldown, which is strong in both cases. But if you try to spam PW:S regardless of the Rapture cooldown, then its HPM drops by a factor of 2.5 putting it on par with spamming Flash Heal, and in fact the HPS of Spamming PW:S is no better than spamming Flash Heal and it puts a Weakened Soul Debuff on each target.

If you wish to preshield before a predictable mechanic, you would be better off using Spirit Shell (now a one minute cooldown) and spamming either Greater Heal or Prayer of Healing to build up a pre-shield without worrying about the weakened souls debuff. Use emergency casts of PW:S only to halt downward spirals of health and otherwise use/follow-up with flash heal for emergency heals since Flash Heal at least reduces the Weakened Soul Debuff on any target.

Better yet, if Penance is off Cooldown use it before or instead of PW:S, and if you have enough time to cast Greater Heal, use it instead of Flash heal or PW:S. Both Penance and GH are more mana efficient than FH or PW:S without rapture and have similar HPS. Judging which spells to use when is the art of Healing.

In my opinion, Rapture is one of the most important tools that a Disc Priest has as its disposal to regen and sustain mana during fights.

At the current moment, Rapture returns 200% of the Disc Priest's SPR as mana every ~15 seconds if the Disc Priest is consistently and efficiently using PW:S (the ideal case).

Currently, at i484 right now on my Disc Priest and certainly with room for gear improvement, I am running with 11,700 SPR with food buffs, etc.
Currently, at L90 with 300,000 mana, PW:S costs 18,300 mana.
You do the math.

Moreover, search for "Ingela's Rapture" over at Curse for a helpful "cooldown timer" addon for managing your Raptures.

I don't know if someone noticed it but the ability says that it removes the cd of PW:shield completely but when i hover over the shield's tooltip it says that it has a one sec cd.

Tested as of 8.0.1, no effect on existing shield. Rapture only modifies new shield.
